About this file

This document contains questions and answers related to solicitation number 1240BF21Q0003 issued by the USDA Forest Service, Chugach National Forest. The solicitation seeks quotes for the supply of a 28 to 29-foot welded aluminum monohulled cabin cruiser boat package. The boat must be designed to maximize fuel efficiency for safe operation in Prince William Sound up to 33 knot winds, with a shallow three-foot draft allowing for short-term beach landings. The turnkey package includes an outfitted hull, dinghy, outboards, and trailer. Quotes are due February 2, 2021. The document provides clarification that drawings are recommended but not required, the Forest Service owns safety gear, only electric trailer brakes are needed, and sleeping space is less priority than bow access and storage for multi-day field use.

1240BF21Q0003 – Question/Answer #1 28-29’ Cabin Cruiser Boat – Chugach NF Page 1 of 1

Q1: How is payment of the vessel anticipated? Can interim payments be made?

A1: The Forest Service prefers that payment be made after delivery and acceptance; however, we can do partial payments.

Q2: Does the vessel require a head (bathroom)?

A2: No, the scope of work does not require a head (bathroom).

Q3: Does the technical summary require submittal drawings? If so, what drawings are required?

A3: Drawings are not required but are highly recommended to aid the Forest Service in assessing the layout and function of the boat during the evaluation process. Basic overhead and side drawings with dimensions and layout are recommended.

Q4: Does the Forest Service expect the contractor to provide the survival suits and ditch bag?

A4: No, the Forest Service owns the survival suits and ditch bag. These items are mentioned for the storage requirements indicated in the scope.

Q5: Will the Forest Service accept a transitional landing craft hull design that meets or exceeds listed planning hull requirements?

A5: No, the Forest Service will not accept a transitional landing craft hull design. The hull design needs to remain as stated in the scope of the RFQ.

Q6: Is radar required to be provided with the boat package?

A6: No, radar does not need to be provided, however the arch needs to be incorporated as listed in the scope for antennas.

Q7: Please clarify the electrical vs. hydraulic needs of the trailer.

A7: The trailer brake requirements do not need to have hydraulic brakes. The trailer shall have electric drum brake setup per axle, rated for axle GVWR and include a 12-volt electric breakaway system.

Q8: What is the priority of space as it relates to the cabin, sleeping requirements, and bow access?

A8: Bow access and storage for multi-day trips will be utilized with high frequency. The sleeping element of the boat will be less utilized.

Q9: Please clarify the operating needs as it relates to fuel economy and range.

A9: 12 hours in the field is the most critical element regardless of fuel efficiency. The fuel efficiency indicated in the

Mission section is a target rate.

Q10: Is there any preference towards where the vessel would be manufactured in Alaska as opposed to other states?

A10: No, this is not a local area set-aside. As stated in the RFQ this is a small-business set-aside.

Q11: Is there a preferred way for this to raise and lower the bow access (manual, electric winch, hydraulic rams)?

A11: The bow access must be secure when underway. Any mode of raising or lowering the bow access is acceptable and will be evaluated for best value.

Q12: The wording regarding the bow rails appears to be contradictory. Are you wanting rails or not?

A12: Bow rails shall be provided with a gap for the bow access system.

Q13: The solicitation asks for a “14-inch touch screen chart plotter compatible with GPS, fathometer, and AIS”. The only company that offers a 14” plotter is an older Furuno model. Are you set on a 14” chart plotter?

A12: As corrected in Amendment #1 - The plotter shall be 12 inches or larger touch screen chart plotter compatible with

GPS, fathometer, and Automatic Identification System (AIS).
