1240BE27Q0013 Morgantown Field Office (MFO) Insect Taxonomy Support
Project Morgantown Field Office Insect Taxonomic Support
General Information
1.0 Scope of Work
USDA Forest Health Protection is requesting an identification service contract with four option years to support the Morgantown Field Office forest health staff with bark beetles, ambrosia beetles, and pollinators identification during the field season. The taxonomist will provide identifications to ensure that field forest health staff are able to provide the most accurate data to land managers.
2.0 Background
For two years the Morgantown Field Office (MFO) forest health protection staff have worked with cooperators and a taxonomist to provide insect identification within the six states and DC footprint of the field office as well as prepare pinned specimens.
2.1 Location
Most of the samples will be from the Washington, D.C. area. However, a sample from anywhere within the mid-Atlantic region may be included.
Morgantown Field Office is not certified to ship flammable materials. The samples will be in Lowtox Antifreeze/Coolant, it is not classified as hazardous and requires no certifications to ship. The Morgantown Field Office will ship these samples to the lab awarded the contract.
Collection of samples will usually begin in late February and continue until mid-November. However, there may arise an occasion to begin trapping in January and continue until December.
The Contractor will begin sorting and identifying the samples from early March and will be given 90 days to finish a sample once delivered. When the last sample is delivered to the Contractor they will have 90 days to complete that sample and deliver the reports and any pinned or curated specimens.
Contractor Requirements
3.0 Technical Requirements / Tasks
The taxonomist will provide services for the special surveys of woodborers. Fast, accurate screening of raw insect trap samples by highly experienced taxonomists. This involves screening insects contained in each sample and identifying wood-boring beetles (Ceranbycidae, Scolytinae, Buprestidae ) and wood wasps (Siricidae) to the species level and all Coleoptera and select Hemiptera to the lowest possible taxonomic level.
Taxonomic work to sort and screen insect samples collected during the season for this project will be conducted by the contracted staff. In addition to sample screening, the taxonomic work also involves preparing voucher specimens and entering data about these vouchers into a database to document.
Vouchers involve representatives of both exotic and native species collected during the project. The vouchers will be stored at the FHP, MFO facility and/or the contracted collection room or museum by incorporating them into the insect reference collections that already exist. The expertise provided by the entomologists will be to prepare (pin or point), affix a standard label and a unique number label to each voucher specimen, and systematically arrange it within the collection.
Data about the exotic and native species in the orders, families and subfamily, and species listed that were collected will be entered into a reference database developed by the contractor. This information can be used to analyze native and exotic species during this project by MFO.
4.0 Government Furnished
Morgantown Field office (MFO) employees, with assistance from DDOT Forest Health, Urban Forestry, Washington, D.C. staff, will collect the samples to be sorted and identified by the contractor. Traps will be deployed by MFO and DDOT employees in early spring before budbreak (late February to early March). The traps will remain in place and samples collected by MFO employees and DDOT employees until first frost (usually on or around November 9). Sometimes traps will remain deployed longer due to certain species flight times.
Voucher specimens will be stored at MFO facility unless otherwise stated by MFO employees.
5.0 Deliverables / Schedule
•There are samples already collected. However, in the optional years there will be samples bi-weekly after the start date of sampling. Example: If traps are set on March 8, 2027, then samples would be picked up or met for delivery on March 22. Then every other week after that.
•Screening and identification of priority pest species along with evaluation of trap by-catch to aid detection of potential new insect threats.
•90-day* cutoff for reporting results on samples submitted for screening.
•Customizable list of insect target taxa.
•Specimen-based documentation of target species as well as selection-target taxa.
•Full customer support for resolving user issues related to shipping, data processing, and sample quality control.
•Online access to a secure data portal (owned by the contractor) where USDA Forest Service Employees can access all their data records and project results.
•USDA Forest Service MFO will have access to project data and results.
•Automated, same-day e-mail alert system for pest target taxa detected in trap samples.
•Automatic generation of summary reports for customer projects.
*90-day period starts from date on which sample, with its complete associated data, is posted to the USDA Forest Services Morgantown Field Office project database.
The Contractor needs to stay up to date on the APHIS target list to be sure all target species are being sorted from the sample.
At the onset of a project. All samples will have their by-catch carefully screened for any potential new threats. During this project, any new country or state detections will be reported.
IMPORTANT: To maximize the potential for detecting new invasive species in submitted samples, the taxonomist will receive raw, unsorted samples in their entirety. This will allow for the maximum amount of information to be gleaned and reported back to the customer.
The contractor must enter the data into a spreadsheet with an agreed upon format with the MFO staff.
An updated spreadsheet will need to be made available to MFO. This data could be sent through email using a zipped file or even shipping a drive containing the updated data. Along with this data update a biweekly summary report of the MFO catch data will be produced. The report outputs must list all trap samples to date that contained target pest species, the name of the species detected, and the number of specimens that the sample contained. The report also must list all specimens—both target and non-target—that were extracted, prepared, identified and entered into the data spreadsheet, that will be owned by the USDA Forest Service, during the project.
When a target species is detected, an email must be sent that day, sending the information to the designated recipients for the project. Data will not be shared between states or organizations unless approved by project leaders at both ends.
Preparation and Curation of Vouchered Specimens will be finished to the Highest Professional Standards. Preparators handling materials are to be trained to the highest standards, both to facilitate the identification of difficult specimens and to provide exceptional specimens for research and the reference collections. These prepared specimens must be shipped to the MFO. The specimens will be held for future study in the at the USDA Forest Service MFO reference collection.
Target species, as well as select native non-target taxa, are to be routinely prepared, identified and databased and made available on MFO project data.
Information to be sent to the contractor:
•Trapping site locality data are to be submitted to the taxonomist as soon as available at the beginning of a project, using a standardized Excel file that will be provided to users.
•The locality data file is proofed by the contracted staff and will be returned to MFO, to be updated with new trap data for each subsequent sample picked up.
•Once samples are received by the contractor, their associated data is uploaded into the data and are then visible on MFO’s project data spreadsheet. At that point, a 90-day sample reporting period is activated.
•As a sample is processed, it is to be updated on the data spreadsheet –progressing from ‘entered’ to ‘Complete’. USDA Forest Service MFO can monitor any sample’s status by checking with the contractor as often as twice a week.
•Samples are updated at the end of each working day as they get screened. If any target pest species are detected in a sample, an ‘alert email’ will be sent to MFO employees by e-mail on that same day.
•Samples should be picked up as soon as possible after they are collected. If the contractor ships the samples they should be sent following hazardous shipping protocols (for alcohol) via an overnight carrier to prevent degradation during shipment. Once received by the contractor, samples will be stored frozen until they are screened.
•Specimens of target species will be prepared, labeled, and added to the data on a regular basis.
•Non-target taxa will be added to the data on an ongoing basis and will be exempt from the 90-day reporting requirement, due to the nature of this project. The reporting of the by-catch information on the native taxa collected will be provided at the end of the project.

NOTICE FOR FILING AGENCY PROTESTS
United States Department of Agriculture (USDA) Protest Procedures
The United States Department of Agriculture (USDA) is committed to fair, transparent, and efficient acquisitions. Interested parties with concerns about this solicitation are encouraged to seek resolution through the following USDA procedures.
Tier 1: Contracting Officer Concern Resolution
Submission: Interested parties with concerns about either the solicitation or subsequent award should first submit their concern directly to the Contracting Officer, providing sufficient detail to allow the Contracting Officer to understand and assess the issue.
Process: The Contracting Officer will review the concern, seek clarification as needed, and engage with the interested party to attempt prompt resolution.
Review Timeline: The Contracting Officer will make every effort to provide a response or resolution within 10 business days of receiving the concern.
Effect on Award or Performance: Tier 1 engagement is not considered an official notification of filing an agency protest and does not pause solicitation deadlines, delay award decisions, or suspend contract performance.
Next Steps: If the matter cannot be resolved at Tier 1, the interested party may file a written agency protest under Tier 2.
USDA encourages all parties to seek resolution with the Contracting Officer before filing an agency protest.
Tier 2: Agency Protest If concerns cannot be resolved at Tier 1, an interested party may file a written agency protest with either the Contracting Officer or the USDA Independent Review Authority. The decision by the USDA Independent Review Authority is an alternative to a decision by the Contracting Officer. The USDA Independent Review Authority will not consider an appeal of the Contracting Officer’s decision on an agency protest.
The protest must state whether the protester elects review by the Contracting Officer, by the UDSA Independent Review Authority. If no election is stated, the Contracting Officer will decide the protest.
Required Information: Protests shall include the information set forth in FAR 33.104-4 (a)(3).
Failure to submit the required information may result in a delay or dismissal of the protest.
Submission: Agency protests should be submitted electronically to SPE.inquiry@usda.gov and the Contracting Officer.
Timeliness: Protests must be filed within the timeframes specified in FAR 33.104.
Effect on Award or Performance: Contract awards or performance will be suspended during the protest period unless justified in writing for urgent and compelling reasons or determined to be in the best interest of the Government.
Review Timeline: USDA strives to resolve agency-level protests within 35 business days of receipt.
Election of Forum: By filing a protest with USDA, the protesters agree not to file a protest on the same matter with the Government Accountability Office (GAO) or any other external forum while the agency protest is pending. If such a protest is filed externally, the USDA agency protest will be dismissed.
Questions: Questions regarding this notice or protest procedures should be directed to the Contracting Officer identified in this solicitation.
