About this file

This is a federal contracting certificate template that implements the Buy American Act requirements for federal procurements. The FAR 52.225-2 Buy American Certificate (October 2022 version) requires offerors to certify the domestic or foreign origin status of all end products being offered in response to a solicitation.

Offerors must certify that each end product qualifies as domestic unless listed otherwise in the certificate. For any foreign end products that do not consist wholly or predominantly of iron or steel, offerors must indicate whether they exceed 55 percent domestic content, with an exception for commercially available off-the-shelf (COTS) items. Additionally, offerors must separately identify all domestic end products that contain critical components as defined in FAR 25.105. The certificate includes sections for listing line-item numbers of foreign end products with their country of origin and domestic content percentages, as well as a section for listing domestic end products containing critical components. The government will evaluate all offers in accordance with Federal Acquisition Regulation Part 25 policies and procedures governing domestic preferences and Buy American compliance.
