About this file

This document is a Vendor Question and Answers file addressing clarifications on a federal contract opportunity for grounds maintenance services at the Guayama Research Area.

The Q&A addresses three key operational questions regarding the grounds maintenance contract. First, regarding current site conditions, the roads, tower areas, gates, fence lines, and boundary areas are currently under regular maintenance; however, the first quarterly service may involve overgrowth that requires initial clearing. Second, concerning debris disposal, vegetative debris does not need to be transported off-site; instead, the contractor may dispose of debris within the Guayama Research Area in a designated compost area provided it does not obstruct roads. Third, regarding fallen trees and major tree work, the contractor's quarterly Firm-Fixed Price service includes reporting fallen branches and debris following storms, but actual clearing or removal of fallen branches or trees after storms is classified as Beyond Customary Service work requiring separate authorization, pricing quotes submitted to the Contracting Officer (CO) prior to performance, and CO approval before services are rendered.

and may need to be addressed during the first quarterly service

2. Debris Disposal Location Section 4.0 requires vegetative debris to be transported to the designated compost or disposal site. Could you please confirm whether this designated location is within the Guayama Research Area or whether the contractor will be required to transport debris oƯ-site? No, the contractor will not be required to transport the debris oƯ-site. The contractor can dispose the debris inside the area in a designated compost area that don’t obstruct the roads.

3. Fallen Trees / Major Tree Work

The SOW requires the contractor to report fallen trees and to clear fallen branches and debris following storms. Please clarify whether removal of complete fallen trees or major tree/limb removal requiring chainsaw operations is included in the quarterly Firm-Fixed Price service, or whether such work would be considered a Beyond Customary Service requiring separate authorization and pricing – Report fallen branches and debris following storms are part of the quarterly Firm Fixed Price; however the clear of the branches or trees after a storm is considered Beyond Customary Service requiring separate authorization and pricing (quote) that should be submitted to the CO for authorization prior to provide the service.
