About this file

This file contains Questions and Answers from the Guayama Grounds Maintenance Site Visit conducted on August 19, 2026. The document provides clarifications on specific maintenance areas and scope requirements for a federal grounds maintenance contract. Key maintenance areas include: the first gate area (7,000 sq ft with an additional 400 sq ft section), fence-line cleaning (1,600 sq ft covering 200 feet), the path from main gate to south tower (800 feet, with 11,200 sq ft around the tower), and a proposed building site road (600 feet long, 8,000 sq ft). The contractor is responsible for quarterly firm-fixed price services that include reporting fallen trees and clearing fallen branches and debris following storms; however, complete tree removal and major tree/limb removal requiring chainsaw operations are classified as Beyond Customary Services requiring separate authorization and pricing quotes submitted to the Contracting Officer prior to performance.

Additional clarifications address debris disposal (contractor may dispose vegetative debris in a designated on-site compost area without requiring off-site transport), current site conditions (areas are under regular maintenance but the first quarterly service may involve overgrowth), and site maps (the Government will provide maps identifying scheduled maintenance locations). The document explicitly notes that the North Tower has been excluded from the contract scope, and vendors should remove any North Tower access costs or assumptions from their bids. Wage information is referenced as previously posted by the Contracting Officer in the official solicitation.

Questions and Answers from the Guayama Grounds Maintenance Site Visit – August 19,2026

Guayama Grounds Maintenance – Site Visit Q\&A (Summary)

1) Distance/Area of the First Gate

Question: How much is the distance/area of the first gate?

Clarification from the site visit:

“Cut grass at the (first gate) area and unpaved road and boundary line with the private parcels.”

Answer:

The distance from the first gate to the road that needs to be cleaned is 500 feet.

The area in that section is 7,000 sq ft.

After the end of the road, there is an additional section 100 feet long, approximately 4 feet wide, totaling 400 sq ft, which should also be cleaned.

2) Cleaning Area Along the First Gate/Fence

Question: How much should be cleaned alongside the first gate/fence area?

Answer:

The area alongside the fence to be cleaned is 1,600 sq ft, covering 200 feet in length.

3) Distance of the Path from Main Gate to South Tower

Question: What is the distance of the path that needs to be cleared from the main entrance (main gate) to the south tower?

Answer:

The approximate distance to be cleaned is 800 feet.

The area around the south tower that needs cleaning is 11,200 sq ft.

Proposed building site road:

o Length: 600 feet o Area: 8,000 sq ft

4) Wage

Question: What is the wage?

Answer:

The wage information was already posted by the Contracting OƯicer (CO) in the oƯicial solicitation.

5) Maintenance Areas / Site Maps The SOW states that the Government will provide site maps identifying the locations requiring scheduled maintenance. The map was previously shared.

6) Current Site Conditions Are the roads, tower areas, gates, fence lines, and boundary areas currently under regular maintenance, or should the contractor anticipate significant initial overgrowth or clearing during the first quarterly service? It its currently under regular maintenance; however, the first quarterly service might be overgrowth; and may need to be addressed during the first quarterly service

7) Debris Disposal Location Section 4.0 requires vegetative debris to be transported to the designated compost or disposal site. Could you please confirm whether this designated location is within the Guayama Research Area or whether the contractor will be required to transport debris oƯ-site? No, the contractor will not be required to transport the debris oƯ-site. The contractor can dispose the debris inside the area in a designated compost area that don’t obstruct the roads.

8) Fallen Trees / Major Tree Work The SOW requires the contractor to report fallen trees and to clear fallen branches and debris following storms. Please clarify whether removal of complete fallen trees or major tree/limb removal requiring chainsaw operations is included in the quarterly Firm-Fixed Price service, or whether such work would be considered a Beyond Customary Service requiring separate authorization and pricing – Report fallen branches and debris following storms are part of the quarterly Firm Fixed Price; however the clear of the branches or trees after a storm is considered Beyond Customary Service requiring separate authorization and pricing (quote) that should be submitted to the CO for authorization prior to provide the service.

9) Area and Distance of the North Tower

Question: What is the area of the North Tower, and what is its distance?

Answer:

During the site visit, it was stated that a video would be shared due to inaccessible vegetation.

After inspecting the area, the team decided not to include the North Tower as part of the contract, therefore:

o The video will not be shared.

o The North Tower is not part of this contract, so its distance/area is not required for bidders. Scope Adjustment: North Tower access is excluded;

no video will be provided. Vendors should remove any North Tower access costs or assumptions.
