About this file
This document is an Amendment to Solicitation No. 1240BE25Q0097 for the Deschutes National Forest, Bend-Fort Rock Ranger District, focusing on West Bend – Rocket Road Closure. The amendment includes six detailed questions and answers related to road obliteration and entry management treatment, addressing specific technical requirements for equipment tracking, excavator implements, surface decompaction, tree removal, and ground cover placement. The questions cover topics such as equipment movement on different road surfaces, soil treatment techniques, and handling of trees under 7" diameter.
The amendment also includes a comprehensive table of latitude and longitude coordinates, likely for the project sites, with 39 distinct route points ranging from RouteNum 4600190 to 9720400. The solicitation is issued by the USDA Forest Service, Procurement & Property Services (PPS), Field Procurement Operations Northwest Zone, with an effective date of 12/02/2025. The amendment provides clarification on technical specifications and operational details for contractors, emphasizing minimizing surface disturbance, preventing soil mixing, and maintaining ground cover during road obliteration and entry management treatment.

Q1. Can we track our equipment from one location to another? For example, can we track on the travelway the 1-mile distance from Site #37 to Site 38 or will we need to transport the equipment around on a lowboy?
A1. As long as the road is aggregate or native surface from point A to B, you can track. If road is paved, chip sealed, no tracking is allowed.
Q2. The implement on the Excavator. We have a rake that we can attach with a thumb. Do you think this would be an acceptable tool?
A2. Decompaction to full depth, while preventing mixing or plowing. Surface disturbance of organics and vegetation, where present will be minimized. Once treated, the decompacted soil is slightly lifted and well-fractured rather than plowed, mixed, or displaced. It is the contractors’ responsibilities to use the tool needed to meet the specifications required.
Q3. Item1: Road Travelway Obliteration – Describes Subsoiling 18”-24”.
A3. In regard to a ‘rake’ implement, it would need pretty long teeth to get the specification depth in the subsoiling specs (18-24” deep). For avoiding plowing/mixing – keep topsoil and duff on the surface. In FS visual inspections typically show if the dark topsoil is getting buried by the light tan soil from deeper down. This has been achieved in the past with the excavator bucket pushing into the soil vertically, teeth first – then scooping under and slightly lifting from the bottom – then exiting the same way they went in. This leaves the soil broken but with layers intact.
Q4. Item1: Road Travelway Obliteration - On the Surface Cover, is it required to cut all standing 7” DBH tree and place as cover or only cut them when insufficient downed material is available and then only lay them across the obliterated Travelway at 20 ft intervals?
A4. Standing <7” DBH trees can be used to supplement as ground cover in areas with insufficient downed wood available. There is no requirement to cut these trees and they should stay standing if not needed for ground cover. Past contractors typically just push them over with the excavator and lay them on the subsoiled roadbed.
Q5. Item 2: Entry Management Treatment (Full Barrier Construction) - It states: “Deep mixing of soil to roughen the surface to an unpassable condition beyond the limitations of the subsoiling treatment…” What is the difference between Deep mixing and Item #1, Subsoiling 18” to 24” ? It further states that Deep mixing is to: “… beyond the limitations of the subsoiling treatment…”. Are the limitation describing the limitation of “…preventing of mixing or plowing.” ? Can we use a small low ground pressure dozer to achieve the deep mixing?
A5. The deep mixing just allows for a higher tolerance of plowing/mixing at open road junctions - the surface is undrivable after treatment.
Q6. Item 2: Entry Management Treatment (Full Barrier Construction) - It states: “on-site material such as downed wood, root wads and standing trees under 7” DBH that are within 25 feet of the roads edge shall be layered over the deep mixing treatment…”. Are we to cut all 7” DBH trees withing 25 ft of the edge of roadway and place them on the the deep mixed surface for the 500 ft length up the roadway from the boulder obstruction area?
A6. Standing <7” DBH trees can be used to supplement as ground cover in areas with insufficient downed wood available. There is no requirement to cut these trees and they should stay standing if not needed for ground cover. See A4.
