About this file
This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) addressing questions for a roadway maintenance service contract for the LaGrande District of the Wallowa Whitman National Forest. The amendment provides detailed responses to five key questions about the project, including the Period of Performance (base period from Sept. 22, 2025 to Nov. 30, 2026, with an Option Period from June 15, 2026 to Nov. 30, 2026), material availability at rock sources, and road maintenance expectations. The project involves improving approximately 11.5 miles of roads, specifically the 5125 Road and roads to the Mt. Fanny Communications site, with the goal of making them safely accessible for large propane trucks and improving to a maintenance level 3 road standard. Quotations are due by 3:00 pm Pacific on August 7, 2025, and the contract allows for flexibility in material quantities, with no expectation of blasting or crushing additional materials if initial supplies are insufficient.

The purpose of this amendment is to answer questions.
Q1: What is the Period of Performance?
A1: Base period is Sept. 22, 2025 to Nov. 30, 2026. Option Period is June 15, 2026 to
Nov. 30, 2026.
Q2: Are there enough readily available materials at the Mt. Fanny Rock Source? What if there is not enough materials available?
A2: We are confident that there are enough materials available to complete the contract at
Mt. Fanny without needing to blast or crush. If materials end up being short of contract quantities due to a discrepancy in the assumed depth of the material pile, the contract

would need to be modified to fit the available material quantities. The contractor would not be expected to blast or crush for more material.
Q3: The Mt. Fanny Rock source is generally made up of 4¿ minus rock. What is the expectation for the larger 12¿ pieces that are present in the pile?
A3: Those larger pieces can be loaded and placed in the staked locations. If the equipment used to spread the rock does not break the large pieces down enough to incorporate into a relatively uniform road surface, the large pieces would need to be skimmed off of the road before compaction.
Q4: Are there enough readily available materials at the 5125 Road Rock Source? What if there is not enough materials available?
A4: There is an estimated 400 cubic yard supply at the rock pit located along the project area at
Lat/Long 45.073325, -118.236073. If Option Item
1001 is awarded, the additional crushed ¾ minus material can be sourced at a rock pit located approximately 6 miles from the project area at
Lat/Long 45.101488, -118.156456.
Q5: Page 7 of the QASP refers to Maintenance
Level 4 & 5 roads. Is the expectation for these roads to meet descriptions of Maintenance Level 4 and 5 roads after the project is completed?
A5: No, the expectation is for both roads to improve in drivability. The roads to Mt. Fanny need to be safely accessible for large propane trucks. The 3 mile section of the 5125 road would be improved to meet the general description of a maintenance level 3 road.
Please remember that Quotations are due 3:00 pm
Pacific, 7 August 2025.
