About this file

This document provides an amendment to a Forest Service solicitation for road maintenance survey services. The amendment corrects the location paragraph to specify California, Oregon, Kentucky, Tennessee, North Carolina, and Wisconsin. It also updates the attachment maps and answers twelve questions relating to the scope of work. Contractors will complete the condition assessment requirements once regardless of the number of networks assessed. Subcontractor information must be provided. Existing GIS shapefiles have limited data so contractors will need to create new shapefiles meeting accuracy standards. The work will involve on-site manual evaluation of pavement types and thicknesses. No falling weight deflectometer testing or additional pavement management software beyond PAVER is required. The performance period is from September 25, 2023 to December 30, 2024.

number of forest networks to be assessed, or would it be done once per network (e.g., two times if selected to deliver Items 0004 and 0006)?

A1. Contractors will only complete CLINs 0001 and

0002 once, regardless of the number of field

CLINs they are awarded.

Q2. Does every firm on a team need to provide the

Vendor Information (including Representations and

Certifications), or just the Prime?

A2. Yes, subcontractor vendor information shall be provided in the quotation.

Q3. On page 4 of the solicitation document, ¿a)

Volume I, i) Past Performance ¿ Provide a list of similar projects completed by your firm over the past three years.¿, do the projects need to be completed or can we include projects that are ongoing for years with completed elements to them.

A3. In progress is fine. How the project is relevant to the PWS is important.

Q4. How should the GIS shapefiles be updated? Can they be done through Google Maps?

A4. Shapefiles and Geodatabases shall be created or updated using ESRI¿s ArcGIS 10.x and ArcPro

2.x. No, you can¿t use Google Maps.

Q5. What level of accuracy is required for mapping new shape file items, such as new parking spaces, boat ramps, and roads?

A5. Shapefiles/centerlines should appear within

10ft of true location. The areas of the shapefiles should not have less than 10% error to true area.

Q6. We see the guidance on locationing (10m accuracy), and area accuracy, but not boundary accuracy. And if the GIS Shapefiles don¿t exist, to what extent will they need to be populated?

A6. There is very limited existing shapefiles, plan on creating and populating new shapefiles with required PAVER fields for the paved assets to be condition surveyed.

Q7. If additional routes are located, will the contract be amended to add them to our scope of work?

A7. Not likely, the list of routes within this contract are not all that are within the Forest

Service transportation network, just ones selected to be condition surveyed.

Q8. How should the thickness of the pavement be determined?

A8. Generally this can be determined at looking at the edge of the pavement where exposed or by digging a small hole in shoulder to measure.

Q9. Will Falling Weight Deflectometer (FWD) testing be required?

A9. No.

Q10. How should the pavement type be identified

(chip seal, fog seal and slurry seal)? Will manual inspection be required?

A10. You will have to manually look at the paved road surface and determine type of surface seals.

Q11. Will a manual inspection be required for automated surveys? Submit plan for how many manual surveys you will do so that automated methods achieve at least 85% accuracy. At a minimum you will need to do a manual survey for each surface type of road such as asphalt, bituminous surface treatment (double chip), or

PCC and condition (good, fair, poor) . If so, what is the recommended mileage for each 10-mile section?

A11. This will not be required. Your plan and proof of concept results will be used to determine level of manual surveys needed.

Q12. Is NPS open to using a pavement management software, other than PAVER, to better optimize your M&R plans and budget scenarios?

A12. All roads are within the Forest Service, and will require the use of PAVER software.
