About this file

This document is Amendment 03 to RFQ No. 1240BD26Q0081 for Silver Creek Trail Bridge Supplies, issued by the USDA Forest Service Field Procurement Operations (FPO), CSA #2 on September 4, 2026. The amendment provides clarification on two key technical requirements previously addressed in Questions & Answers Round 1.

Regarding steel girder splicing, the amendment clarifies that while one-piece girders are preferred for easier installation, spliced girders are acceptable as needed to meet helicopter lift constraints and material lead times. The bridge site offers reasonable opportunity for temporary field splicing. However, preference will be given during offer evaluation if maximum piece weight is kept below 4,000 pounds to reduce helicopter transport requirements. Additionally, the amendment clarifies design load live load requirements, specifying that the H5 vehicle load shall not be placed in combination with the 90 psf pedestrian load. Offerors must acknowledge receipt of Amendment 03 by signing and submitting Page 1 of the amendment within their company's offer. All other terms and conditions of the original solicitation remain unchanged.

3. This is the original Amendment 02 answer given concerning girder splicing authorization:

4. The Forest Service Engineering Department is providing additional clarification concerning spliced girders:

“It is preferred that steel girders be one piece for easier installation; however, a splice is acceptable as needed to meet helicopter lift constraints and material lead times. The bridge site has reasonable opportunity for temporary shoring to allow girders to be spliced in the field. Because splices will be permitted, preference will be given during offer evaluation if maximum piece weight is kept below 4,000 lbs to reduce the size of helicopter required for transport.

To clarify the design load live load requirements: The H5 vehicle load shall not be placed in combination with the 90 psf pedestrian load.”

5. End of Amendment 03.
