About this file
This is a Request for Quote (RFQ) for vault toilet pumping services at the Idaho Panhandle National Forests' Sandpoint and Priest Lake Ranger Districts.
The solicitation seeks a firm-fixed price contract with a base year (May 1, 2026 – December 31, 2026) and four optional years (2027-2030) for call-when-needed toilet pumping services. The contractor must furnish all equipment, labor, supervision, and supplies necessary to pump, clean, disinfect, and dispose of waste from vault toilets at multiple campgrounds and trailheads. The Schedule of Items lists 50 individual toilet locations across both ranger districts, with varying vault capacities (1,000-2,000 gallons) and estimated pumping frequencies. Pricing must be submitted using the government-provided Schedule of Items for all base year and option year items; failure to do so will result in exclusion. The contractor shall complete service requests within 10 business days of notification, generally between 8:00 AM and 5:00 PM. Service-Contract Labor Standards apply with specific wage rates (WG Grade 3, Step 2: $25.39; WG Grade 6, Step 3: $32.24). This is a small business set-aside (100% for small businesses). Quotations must be submitted by April 30, 2026, at 2:00 PM PDST via email to jorge.somoza@usda.gov with active SAM registration required. Award will be made to the highest technically rated offeror with fair and reasonable pricing and acceptable or neutral past performance. The government intends to make one award; therefore, all contractors must submit pricing for all items to be considered responsive.

452.203-71 Anti-Discrimination and Diversity, Equity, and Inclusion (DEI) Compliance (Dec 2025)
(a) By entering into this contract, the Contractor certifies that:
(1) It is compliant with all applicable Federal anti-discrimination laws and the Equal Protection principles of the U.S. Constitution, and it will remain compliant for the duration of the contract.
(2) Neither it nor any subcontractor or teaming partner operates or funds any program, policy, or initiative that promotes DEI in a manner that violates any applicable Federal anti-discrimination laws, including but not limited to Title VI and VII of the Civil Rights Act of 1964, or the Equal Protection principles of the U.S. Constitution, and the Contractor and any subcontractor or teaming partner will not do so for the duration of the contract.
(b) If the Contractor participates in, facilitates, or funds programs that implicate Title VI of the Civil Rights Act of 1964 or Title IX of the Education Amendments of 1972, as amended, including but not limited to grants to or for schools, colleges, universities, 4-H programs, non-governmental organization (NGO) programs, sports programs, and education-related grants to prisons or other detention facilities, the Contractor certifies that it will remain compliant with those laws, including the requirements set forth in Executive Order 14168, Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government, and Executive Order 14173, Ending Illegal Discrimination and Restoring Merit-Based Opportunity.

(d) This certification reflects a change in the Government’s position regarding the materiality of the foregoing requirements and therefore any prior payment of similar claims does not reflect the materiality of the foregoing requirements to this contract.
(e) Submission of a knowing false statement relating to Contractor’s compliance with the above requirements and/or eligibility for the contract may subject the Contractor to liability under the False Claims Act, 31 U.S.C. § 3729, and/or criminal liability, including under 18 U.S.C. §§ 287 and 1001.
(f) The Contractor must include the provisions of this clause in all subcontract solicitations.

Scheduling Work
A Government representative (see list in “Individuals Authorized to Place Orders” section below) will notify the Contractor of the required servicing. The notification may be by phone, fax, or other means. The Government will place orders that are the most efficient taking into consideration mileage, locations of toilet vaults, and estimated gallons to be pumped. The Contractor shall complete the required servicing within 10 business days after notification of requested service unless otherwise authorized. Generally, servicing shall be between the hours of 8 A.M. and 5 P.M. Occasional emergency pumping service may be required, and may be outside the 8 and 5 P.M.
constraint. Response time for any emergency service will be by mutual agreement between both parties
Definitions:
Sewage: liquid, semi-liquid, and solid waste matter.
Debris: all other refuse found in vault toilets, to include but not limited to items such as cans, bottles, rocks, sticks, logs, clothing, plastic bags and containers, metal products, pine cones, waste food products, cardboard, paper products, diapers, sanitary napkins, miscellaneous trash, etc.
Disinfectant: Two cups of household liquid bleach to one gallon clean water, or other preapproved disinfectant. Biobased products may be used.
Vendor Representative Prior to the start of work, the Vendor shall designate in writing a person to act for him/her during his/her absence from any work site and shall specify the scope of their authority.
Equipment The Vendor shall furnish all toilet pumping equipment, tank truck (a truck that can reverse the suction process and create a pressure force to free clogged lines and break up heavy solids), tools, and other equipment and supplies necessary to perform work in accordance with these specifications. The tank capacity shall be no less than 1,500 gallons. A four inch minimum suction hose and attachment couplings shall be utilized to accomplish all pumping requirements. Contractor shall furnish a minimum 30 ft. long suction hose to access vaults and tanks. Suggested tools include: Two six foot long clam rakes with six inch long tines (tines shall be dulled or rounded on the ends to prevent injuring the pumper or his/her helpers and from puncturing vault liners), a long handled grabber, plastic bags to haul away of the miscellaneous debris and brushes designed for cleaning up any spilled waste.
Sufficient water shall be carried to wash the side and end walls of the vault after pumping. It may be necessary to dilute solidified waste in the bottom of the flat bottomed vault and to wash the last portion of waste down a sloped bottomed vault. Typically, 150-300 gallons total tank capacity is required for a single trip with multiple toilets.
All disinfecting solutions shall be approved by the COR.
TECHNICAL SPECIFICATIONS
Pumping Procedures
Vault toilets with exterior manhole:
Vault toilets with exterior manholes shall be pumped from the manhole. After removing the manhole cover, use the clam rake or long handle grabber to remove as much debris as possible before pumping waste. This procedure will help stir up the contents of the vault and break up dense concentration of waste typically located under the toilet riser. Pump vaults down to within 4 inches of the bottom of the tank directly below the manhole.
All debris removed from the vault shall be place into a leak proof container so that no contamination to the surrounding ground will result. Contractor is responsible for proper disposal of all non-human waste/debris.
Remove any remaining debris and wash the remaining waste down to the bottom with pressure washer system. Pump out the remaining waste and water that was just added until the air suction makes further pumping impractical.
Thoroughly clean and disinfect all contaminated areas resulting from the pumping process. Prevent waste from running off the edge of the concrete pad to the surrounding soil. Clean around the manhole gasket area and replace the cover. The manhole cover must fit with an airtight seal for the toilet venting process. If the manhole seal is damaged, or cannot be made air tight, notify the COR.
Vault toilets without exterior manhole:
The Contractor shall remove the toilet riser prior to pumping or removing debris. Cover toilet paper with waterproof material prior to removal of debris, or pumping.
Extra care shall be taken to prevent waste spillage onto the interior floor and wall surface while removing debris and while pumping: Remove the debris and pump as described above for vault toilets with exterior manhole. Clean up all incidental spillage and disinfect floors and risers including riser seat. Take precautions to prevent damage to riser, and to prevent waste spillage onto the interior floor and wall surfaces.
Thoroughly wash and disinfect both the inside and outside of the toilet rise and the seat and cover before replacing the riser. The toilet riser and seat shall be dry before the Contractor leaves the work site. Remove the waterproof covering that was protecting the toilet paper and make sure it is not contaminated. The door handles or knobs shall also be disinfected and dry before the Contractor leaves the job site.
Each unit shall be available for immediate use after the pumping and final cleanup.
Offsite Disposal of Sewage and Debris The Contractor shall be properly licensed and shall be responsible for making disposal arrangements, including disposal of all effluent, debris, and trash, and payments of all fees. Disposal shall conform to all Federal, State and local laws and ordinances.
The Contractor shall be responsible to prevent spillage and to haul all waste material (sewage and debris) in watertight containers. Handling of waste material shall be in accordance with applicable health regulations.
Conduct of Personnel The Contractor and his/her employees shall make every reasonable effort to prevent interference with the normal use and occupancy of recreational areas while engaged in the performance of the contract. Due to the nature of the duties under the contract, the Contractor and his/her employees shall keep themselves and equipment presentable at all times. The Contracting Officer may, in writing, require the Contractor to remove from the worksite any employee the Contracting Officer deems incompetent, careless, discourteous to the public, or is otherwise objectionable, or for theft, possession and/or removal of material, supplies, equipment, or any Government-owned property.
Resource Damage Any damage or defacement that occurs to Government property or land resources during the Contractor's operations shall be repaired at the Contractor's expense to its original condition. Onsite inspection will be made by the COR prior to acceptance of work. Contractor shall follow Forest Service protocol on cleaning up hazardous or chemical spills.
*Vault Toilet-Pumping contract specifications "Tech Tips" published by Technology & Development Program used as a guide for the specifications.
Contractor Quality Control The contractor shall identify the quality control inspection system it will use to ensure that contract specifications will be achieved. At no time shall the Contractor rely upon Government inspections to provide notification of unsatisfactory performance. The Contractor shall produce written inspection records in a format at times and places satisfactory to the Contracting Officer. Inspection records shall be made available upon request of the contracting Officer and be maintained until the date of contract closure. The Contracting Officer may observe the Contractor’s inspection at any time and shall otherwise have unlimited access to the inspection data.
Measurement and Payment Invoices shall be submitted for all work under this contract within ten business days of completion of the work.
The Contractor shall provide a detailed invoice for each order indicating date, each toilet vault location, number of vaults pumped, gallons of hand-removed debris, and mileage.
The Forest Service is utilizing the Invoice Processing Platform (IPP) for the electronic submission and tracking of contracts/purchase orders, invoices, and payment information. IPP is a secure Government-side, Web-based invoice processing service. Visit http://www.ipp.gov to learn more.
Visa card may also be used under certain circumstances.
Extent of Obligation This agreement does not obligate the Government to purchase a minimum amount of services. The Government will be obligated only to the extent of the orders actually placed against the contract by authorized individuals identified to the Contractor.
Potential Safety Hazards The contractor shall bear the sole responsibility for taking all appropriate actions necessary to prevent accidents and injuries to individuals at the worksite.
