f. When heavy snow is continuously falling, including during weekends and holidays, the contractor shall immediately begin plowing when the snow depth reaches six (6”) inches, to ensure the site remains accessible to emergency vehicles and to ensure the contractor will be able to perform all services without undue difficulty or hazard to personnel and equipment. All pay items performed in these instances shall be paid at the unit price as stated in the Schedule of Items and could potentially be required more than once in a 24-hour period.

g. Roadways shall be plowed to full width of the marked and designated roadway and no berms shall be left within the designated road widths after each plowing operation.

Snow berms shall be moved or pushed back to snow storage areas to prevent freezing solid and become ice berms. All parking spots shall be clear of snow.

h. Contractor will be required to remove snow berms at entrances created by others’ snow plowing operations.

i. Contractor shall submit and work under its company Safety Plan. The Plan is to be submitted after contract award and before the formal Notice to Proceed (NTP) is issued.

j. Government is responsible for coordinating and moving fleet and residential vehicles to allow for snow plowing operations. If vehicles are not moved, plow roadway areas around them.

k. Start daily plowing operations by clearing the main entrance roadway in front of the Administration Building, then roadway to residence homes, and finally the rest of the compound. Be sure that the plowing begins early enough to be complete by 6am, unless plowing is necessary in the middle of the day.

Snow Plowing at the Billy Bob Sno-Park

The sno-park parking and entry road shall be cleared seven days a week, Sunday through Saturday to allow for recreation use. The following details apply:

a. Contractor shall identify all potential hazards at the beginning of snow removal season to protect government property, contractor’s operations, and residential hazards.

b. The Contractor shall not plow to a depth that damages the aggregate surface of the roadway.

c. When snow accumulations reach four inches (4"), the contractor must self-dispatch, in a timely manner, and perform snow clearing, unless directed by the COR to disregard in advance, such as in events when the weather is rapidly warming or turning to rain. The COR may require and request additional snow removal at any other time at their sole discretion. It is the responsibility of the contractor to monitor both the site conditions and the weather forecast and conditions.

d. At the same time that snow plowing is necessary all garbage dumpster approaches/access shall be kept free and clear of snow, and accessible to the sanitation company.
