USDA FOREST SERVICE REGION 6, PACIFIC NORTHWEST REGION /

PACIFIC RESEARCH STATION (USDA)

Solicitation # 1240BD21R0002 Employee Assistance Program

QUESTIONS & ANSWERS ROUND #1

Question 1 Was the current contract awarded as a Small Business Set Aside? If yes, can the USDA share why this acquisition does not have the same designation?

Answer 1 This requirement is above the Simplified Acquisition Threshold (SAT) of $250,000 so the USDA Forest Service is not setting this requirement aside for small companies only, but instead allowing both large and small companies to compete.

Question 2 What is the USDA currently paying for their EAP services (please provide as per employee per year or per employee per month)? What employee count was used for the current contracted price?

Answer 2 Due to personnel change and retirements, we cannot answer what employee count was used as the most recent contracted per employee cost. We can confirm the April 1- June 30, 2020 employee count was 4,426 employees per month.

Question 3 What was the total dollar spend for the EAP in the most recent contract year?

Answer 3 $47,000, the current contract allows for three (3) counseling sessions as opposed to six (6) in current solicitation.

Question 4 Is the USDA currently receiving Work-Life Services, i.e. telephonic consultation and referral for Child Care, Elder Care, etc.? Should Work-Life Services be included in the quote to be submitted?

Answer 4 USDA is currently receiving Work-Life Services. Work-Life Services are desired and should be included in submitted quotes.

Question 5 Is the USDA currently receiving Legal Consultation Services, i.e. 30-minute consultation with an attorney; beyond the consultation, attorney services offered at a 25% discount? Should Legal Consultation Services be included in the quote to be submitted?

Answer 5 USDA is currently receiving Legal Consultation Services. Legal Consultation Services are desired and should be included in submitted quotes.

Question 6 Is the USDA currently receiving Financial Consultation Services, i.e. telephone-based financial advisory services provided by qualified financial planners? Should Financial Consultation Services be included in the quote to be submitted?

Answer 6 USDA is currently receiving Financial Consultation Services. Financial Consultation Services are desired and should be included in submitted quotes.

Question 7 Can you provide recent utilization reports or provide utilization statistics?

Answer 7 Current annual EAP utilization reports are not available. It is believed that the average counseling utilization rate across the Forest Service (and is expected to be similar in Region 6/PNW Labs) is approximately 3%. Following is results from the Utilization Reports submitted:

Jan-Mar 2020 (Report Date Range Missing).

Apr-Jun 2020 includes: 64 (6 info only) EAP cases, 2 Management

Consultations.

Jul-Sep 2020 includes: 9 (1 info only) EAP cases, 0 Management

Consultations.

Oct-Dec 2020 includes: 22 (2 info only) EAP cases, 1 Management

Consultations.

Question 8 From C.2 Scope of Contract – 3 ) Informational Purposes Only – The USDA Forest Service is considering the possibility of the EAP contract awardee providing “Crisis Response Stabilization” services at some point during performance of the base year/option years. This requirement is subject to development by the Agency and may or may not develop. These potential services will be considered an inscope modification.” Does Crisis Response Stabilization refer to what is often called a Critical Incident Stress Debriefing (CISD), or Critical Incident Stress Management (CISM) or Critical Incident Response (CIR)?

Answer 8 This potential future contract modification was included as a placeholder, however upon discovery of new information it is very unlikely that any action will be pursued to develop the service this placeholder was intended to cover.

USDA does have a CISM program, and it is managed internally with Certified Mental Health professionals and trained Peer Support Personnel, as needed when critical events occur. CISM/CISD/CIR is not a required service of the EAP provider.

Question 9 From C.7 – “Provide, upon request Employee Orientation sessions annually for every unit identified in Attachment 1 – Employee Locations.”

o Are this to be conducted via virtual/webinar technology or in-person?

Answer 9A: Virtual delivery is acceptable, as long as there is a method for real-time questions and answers. Video only Orientations are not acceptable. However, virtual orientations shall be recorded and made available for employees who can’t attend the original Employee Orientation.

o Some Units have more than one (1) location, is each location to have the Orientation session available or is it truly just per unit?

Answer 9B: Employee Orientation sessions are intended to be available to each unit, unit in this case means 1 per National Forest, and 1 per PNW Lab. 14 National Forests, 1 per Regional Office, and 1 for all PNW labs.

o How many Orientation sessions were requested in the first year of the current contract? How many were requested in the most recent year?

Answer 9C: This information is not immediately available.

Estimated number of employee sessions across all units is 3 total per year. Previous contract wording made requesting orientations an uncertain cost for local units, and sessions were underutilized. Including 1 free orientation per unit is expected to increase the number from previous years.

Question 10 From C.7 – “Provide, upon request, Supervisor/Manager Orientation sessions annually for ever unit identified in Attachment 1 – Employee Locations.”

o Are this to be conducted via virtual/webinar technology or in-person?

Answer 10A: Virtual delivery is acceptable, as long as there is a method for real-time questions and answers. Video only Orientations are not acceptable. However, virtual orientations shall be recorded and made available for employees who can’t attend the original Supervisor/Manager Orientation.

o Some Units have more than one (1) location, is each location to have the Orientation session available or is it truly just per unit?

Answer 10B: Supervisor/Manager Orientation sessions are intended to be available to each unit, unit in this case means 1 per National Forest, and 1 per PNW Lab. 14 National Forests, 1 per Regional Office, and 1 for all PNW labs.

o How many Orientation sessions were requested in the first year of the current contract? How many were requested in the most recent year?

Answer 10C: This information is not immediately available.

Estimated number of supervisor/manager sessions across all units is 1 total per year. Previous contract wording made requesting orientations an uncertain cost for local units, and sessions were underutilized. Including 1 free orientation per unit is expected to increase the number from previous years.

Question 11 From C.8. – “If services are requested outside of normal business hours (Monday thru Friday, 0800 – 1700), the services must be offered at time of call.” – Can more detail/clarity be provided regarding what is meant by (included with) the services must be offered at time of call?

Answer 11 The intent here is to have a 24/7 initial contact, to screen for caller safety and response, such as perceived potential for self or other harm at time of call.

o Please confirm 0800 -1700 refers to Pacific Standard Time.

Answer 11A: Yes, this refers to Pacific Standard Time.

Question 12 From C.8. – “Services must be offered via virtual or tele-med support under the same 24-hour, 7-day week criteria as outline above.” Can more detail /clarity be provided regarding what is meant by virtual or tele-med support? More specifically is this requiring that a person be able to schedule, for example, an 0200 counseling session with a Counselor as part of the six (6) included sessions?

Answer 12 The intent, again, is to ensure that initial contact (if offered through a virtual platform like a live chat function) is available 24/7 to screen for caller safety.

Use of virtual platform such as a live chat function is not required but is favorable.

Question 13 From C.8. – The Contractor shall provide upon request of the employee or supervisor, a female or male counselor, one of which shall be fluent in Spanish” – this request that one “shall be fluent in Spanish” seems a bit extreme. Was the intent for Spanish actually meant only for those situations where a Spanish speaking Counselor is requested?

Answer 13 The intent for a Spanish speaking counselor is only for situations where one is requested.

Question 14 From C.9. – “At least one principle or staff counselor shall be a Substance Abuse Professional (SAP)”. – Must this be an employee of the Contractor, or can this be fulfilled via appropriate Affiliate providers or Third Parties engaged by the Contractor to deliver these specialized as needed services?

Answer 14 Substance Abuse Professional can be fulfilled via an appropriate Affiliate provider to deliver these specialized services.

Question 15 In an effort to be a “green” company, we generally provide promotional materials electronically. Would the USDA accept this rather than printed brochures, as indicated in C.11? If no, please confirm that 5,200 brochures are required, and if not, what quantity is desired.

Answer 15 USDA will accept electronic promotional materials. These materials should be in color and in common sizes for printing by local units (8.5 x 11, 11x17, etc.). The government should not have to reformat in order to print.

Question 16 From C.12 Quality Control Plan (QCP) – please confirm the QCP is not to be submitted with the proposal.

Answer 16 The QCP is to be submitted within ten (10) days after contract award for government review and approval.

Question 17 Attachment-1 Employee Location A. indicates there are 14 units, however by count there appear to be 15, unless Rogue River – Siskiyou National Forests and Rogue River- Siskiyou National Forest Supervisor’s are to be considered one (1) unit.

Please confirm.

Answer 17 Rogue River – Siskiyou National Forests and Rogue River – Siskiyou National Forest Supervisor’s Office are considered one unit. Attachment 1 had a format error and is corrected/included in this amendment.

Question 18 Attachment-1 Employee Location B. – are the Alaska employees all, by in large, located in / working in the cities that are listed.

Answer 18 Currently there are approximately 60 employees in Alaska:

~40 in Anchorage;

~20 in Juneau; and 1 in Fairbanks.
