About this file

This document contains Questions and Answers related to a federal contract opportunity with Solicitation Number 12405B24Q0328 for Bldg. 33 Incubator Monitoring and HVAC Control.

The key details are:

  • The current transformers (CTs) installed in the incubator chambers are solely for monitoring power status, with no additional functionalities. There are no existing alarm outputs that can be monitored. The USDA does not have any technical specifications or diagrams available for the incubator chambers. The agency will install new temperature monitoring probes and power monitoring CTs for each unit, as there are no alarm outputs.
  • This is a Request for Quotation (RFQ) for professional services to provide monitoring of 24 incubator chambers, control/monitoring of 4 packaged HVAC units, 2 split HVAC units, and 2 exhaust fans, as well as electrical power automatic transfer switch integration with the Siemens Desigo CC BAS and LEM server.
  • Offerors must submit a quote on company letterhead and the FAR 52.212-3 Offeror Representations and Certifications. Award will be made on a best value basis, with technical capability and past performance more important than price.
  • The due date for questions is July 25, 2024 and the due date for quotes is July 31, 2024. A site visit is scheduled for July 18, 2024.

Questions and Answers for 12405B24Q0328

1. Power Monitoring: Could you clarify whether the current transformers (CTs) installed in the incubator chambers are solely for monitoring power status? Are there any additional functionalities associated with these CTs? They will monitor power status only for each unit.

1. Alarm Outputs: Are there existing alarm outputs on the incubator chambers that can be monitored? If so, could you provide details on the types of alarms (e.g., temperature, humidity, door open) and how they can be integrated into the monitoring system? There is not an alarm output for these units.

1. Technical Specifications: Is there documentation available, such as technical specifications or diagrams, that outlines the electrical and monitoring systems of the incubator chambers? No. We do not have any information for the units we have onsite.

1. Remote Assessment: Given that another site visit may not be feasible, could you provide photographs or detailed descriptions of the incubator chambers and their monitoring interfaces? This would help us evaluate the feasibility of integrating additional alarm systems. Since there is not an alarm output, we will install a probe for temperature monitoring and CT for power monitoring. The devices will be new installs for each unit.
