Q&As

Question 1: “It states in your solicitation in the SOW section on Pg. 3 under the Demolition heading to "demo & abate all glazing & greenhouse framing." Does this mean to just demo because there is no Asbestos Report that construes the glazing contains Asbestos. If in fact the glazing does need to be abated, then where is the Asbestos Containing Material (ACM) report?”

Answer 1: USDA has demolished many greenhouses of this type and age. In our experience, it is certain that the gasket and/or caulking material contains asbestos. There is no current ACM survey available that covers this facility so the quote should include glazing, gasket/caulk, and framing to be ACM. If further ACM is found, it will be brought to the attention of the CO/COR and will have to be addressed as a contract modification.

Question 2: “Also, it states in the SOW Pg. 3 under the Overview heading "Given the age of this structure, it is assumed that asbestos containing materials are present and will require abatement and proper disposal.

The contractor shall conduct an asbestos assessment on this building. Based on the results of the assessment, the contractor shall procure any required permits and perform appropriate disposal operations." The proper protocol is for the Owner (USDA) to get an ACM survey done prior to demo so that the contractors will have privilege to the survey. This survey will determine what does or doesn't contain Asbestos, and then the bidding contactors can account for the abatement (if any) in their cost proposal. There's no way a contractor will pay for an ACM survey to be completed, and not be re-imbursed that cost by the USDA., or You could ask the contractor to put the cost for an ACM survey in their initial cost proposal, and if there is any Asbestos to be abated, then do it as a change order. An ACM survey is required for any demo or major renovation. It should be done by an Accredited AHERA inspector licensed by the State, and if any Asbestos is identified, then it must be abated by licensed personnel to handle such.”

Answer 2: Please refer to Answer 1. The contractor should include an asbestos assessment in their quote and the work involved in proper abatement and disposal of glazing, gasket/caulk, and framing. If additional ACM is found in the contractor’s asbestos assessment in addition to those listed here, it shall be brought to the attention of the CO/COR and will be addressed in a contract modification.
