About this file
This document contains answers to questions regarding Amendment 01 of a solicitation to replace a motor control center at the USDA Agricultural Research Service Southeast Area Southern Regional Research Center in New Orleans, Louisiana. Key details include specifications of the existing MCC to be replaced such as voltage, phasing, amperage and circuit breaker type. The new MCC is required to match specifications and labeling of the existing unit. Working hours must be coordinated to minimize disruption to research laboratories, and the contract duration may be extended up to one year due to long equipment lead times. Submittals for the new MCC are required for review and approval prior to commencement of work.

1. Are manufacturers such as Siemens, Eaton, GE, Etc. approved equipment manufactures for the replacement MCCs?
Our stated preference, as indicated in the SoW, is that the supplied MCC be of the same specs and manufacturer as the one that’s being replaced as all other MCC’s are made by the same manufacturer so that makes it easier to install and maintain. Should you wish to propose a substitute, it must be of equal or superior quality and comparable price to be considered in your proposal.
2. Can you provide any as builts drawings for the existing MCCs being replaced that shows all of the conduit and conductor sizes for the equipment being fed from the base bid MCC and the option #1 MCC?
The Lab does not have any as-builts for the existing MCC’s. Proposing alternate MCC manufacturers may incur additional costs and time constraints on the part of the Contractor as it will not be considered a “differing or unknown site condition” given that a site visit was held and the manufacturer, type, and specs of the MCC to be replaced was clearly available for inspection and observed to be inspected by all attendees present.
3. Can you please confirm the working hours required for this work? It states "work should be scheduled to be performed during and after normal working hours, on the weekends, or during Federal Holidays to minimize disruption to research" Are normal working hours going to be allowed 7am-3:30pm? Will night work be allowed from 4:30pm - 6am? Will all hours of weekend work be allowed?
Working hours are stated in the SoW. If other times are desired, they will have to be coordinated with the Laboratory personnel so that research is not affected in any way. Weekend hours to minimize disruption are possible if the Lab agrees with the request.
4. Can the duration of the project be extended to 300-365 days due to long lead time on equipment required for the project?
The Contractor who is awarded the contract can request extension from the Contracting Officer once they know the delivery date of the MCC and figure out the time they need to install it afterward.
