3.0 SCOPE OF SERVICES:

The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein.

a. The Contractor shall provide services for the following tasks marked by an “X”:

[X] Provide a cost proposal to complete the project as per project requirements.

[X] Provide and install all material and or equipment to complete scope of work as required by the project.

4.0 PROJECT DESCRIPTION AND REQUIREMENTS:

The Contractor shall furnish a detailed technical proposal and detailed cost proposal, including all prime and sub pricing showing labor cost, material cost, OH and Profit and estimated construction time including crew size, to provide material and services for removal and replacement of one switchgear, and associated equipment with a new switchgear that meets all current codes. The switchgear at the Main building currently has six (6) sections. The contractor shall provide all labor, equipment, materials, tools, lifting equipment, temporary generator if required, electrical cables, conduits, switches, bus ways, breakers, and circuit breaker.

The contractor will provide a turnkey product to include, but not limited to, all materials as specified and the correct and proper installation of all material. Contractor will provide all permits as required. The contractor shall provide a switchgear unit that is 200KAIC 65KAIC or better in an enclosure. The switchgear specifications should be verified to ensure that at a minimum, all features, and operating parameters available in the existing switchgear is also available in the new equipment. Contractor must inspect and verify the existence of a three-point grounding system and system is up to current code. If not, the

3 | P a g e grounding system must be updated to current code. Shunt Trip in breaker and emergency cut off install at designated outside location for Fire Department. An Arc Flash study must be included in bid.

The scope does not include replacement of existing equipment such as a panel board or switch board even if it meets the design parameters specified in this statement of work. Only a switchgear will be accepted for replacement. A switchgear is required to facilitate for future expansions and ease of maintenance during the entire lifecycle of the equipment.

Contractors must field verify location of all existing devices, inlet cables, underground utility lines, manholes and transformers. Existing equipment pictures are shown in Appendix A.

The new switchgear shall meet the latest NEMA STD SG-5, ANSI STD C 37.20.1, and UL STD 5058.

circuit protection must meet ANSI 37-13, NEMA SG-3 and UL 1066.

All electrical power outages shall be scheduled in advance and coordinated with USDA location monitor.

Contractor shall ensure compliance with OSHA safety requirements during construction.

PROJECT SCHEDULE: The timeframe for this project shall not exceed 150 calendar days after Notice to Proceed (NTP) has been issued. Lead time for procurement of equipment and materials has been factored in this duration.

5.0 PRE-CONSTRUCTION

a. Pre-Construction Submittals

Prior to Construction the following submittals must be submitted to the COR and Contracting Officer (CO) for approval:

1. Work hours (include, daily start, stop time and scheduled workdays)

2. High level Schedule.

3. Construction Cost Proposal presented in a cost break-out format resembling a Schedule of Values will be submitted in MS Excel with all formulas intact and not protected. Written work proposal will be submitted in MS Word.

4. Accident Prevention Plan (APP)

5. The construction contractor (CC) shall provide to the CO a list of contract personnel of the general and subcontractors, who will be emergency contacts, including address, and telephone numbers for use in an emergency. As changes occur and additional information becomes available, the CC shall update the list.

6. Contractor must always have a superintendent on the job when working on this project certified per Contractor’s APP. It is acceptable to utilize any subcontractor’s superintendent if certified and included in APP.

6.0 GENERAL REQUIREMENTS:

6.1 Demolition:

a. Contractor shall coordinate demolition of existing systems with location monitor.

b. All disturbances of existing systems shall be thoroughly coordinated with the location monitor to prevent disconnecting equipment that might jeopardize on-going research.

c. Contractor shall legally dispose of all equipment/materials that will not be retained.

d. Contractor shall divert project waste to recycle where practical. The Contractor shall track and document the amount of waste diverted to recycle. The Contractor shall submit diversion documentation as part of closeout. If no waste is diverted to recycle, the Contractor shall submit a letter stating this and why diversion was not practical.

6.2 Submittals (Digital Only, No Hard Copies):

Provide manufacturer’s descriptive literature/shop drawings for all materials and equipment to the COR for review. The descriptive literature shall be annotated/ highlighted to show its conformance with contract requirements. Contractor is responsible for any costs incurred for equipment ordered without prior approval. Required submittals:

a. Switchgears and associated equipment, drawings, operating manual, etc.

6.3 Protection of Work and Property/Safety Requirements:

a. The Contractor shall protect the work site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR and Location monitor.

b. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities.

c. The Contractor shall provide all safety equipment/devices, MSDS, personal protective equipment and clothing as required for its employees. Copies of all MSDS shall be provided to the COR and Location monitor.

d. The Contractor as well as the on-site supervisor will have completed no less than 30 hours of OSHA approved safety training. All other Contractor employees will have no less than 10 hours of OSHA approved safety training

6.4 Temporary Facilities:

a. Temporary utilities (electricity) may be furnished to the Contractor by the Government, upon request and availability. The Contractor shall maintain and protect all such utilities during construction and shall repair or replace any items damaged through its own negligence.

b. Should the Contractor require any power or utility shutdowns during construction, the Contractor shall obtain the appropriate notification lead time from location monitor prior to the need date.

6.5 Materials and Equipment:

a. The material and equipment to be furnished under these contract documents shall be the standard products of manufacturers regularly engaged in the production of such materials and equipment and shall be the manufacturer’s latest standard design.

b. All materials and equipment to be incorporated in the work shall be handled and stored by the manufacturer, fabricator, suppliers, and Contractor before, during and after shipment in a manner to prevent warping, twisting, breaking, chipping, rusting and any injury, theft or damage of any kind to the materials and equipment. All materials and equipment furnished by the Contractor shall be subjected to inspection and approval by the CO/COR.

6.6 Cleanup:

The construction site shall always be kept clean and free of debris. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused materials, trash, and debris resulting from the work to the satisfaction of the Location monitor.

6.7 Equipment Warranty:

a. Extended Equipment/Product Warranties: Obtain and furnish to the COR and Contracting Officer all written warranties for equipment/products that have extended warranties (warranty periods exceeding the standard one-year warranty) furnished under the contract. The warranty period shall begin on the same date as project acceptance and shall continue for the full/product warranty period. The warranties shall be fully executed and delivered to the Contracting Officer prior to final acceptance of the project completion.

6.8 Final Payment/Contract Closeout: Deliverables before FINAL PAYMENT

One (1) year warranty on work.

Operations and Maintenance Manuals (O&M): The Contractor shall provide three (3) complete sets of O&M manuals including a recommended spare parts list identifying components adequate for competitive supply procurement for operation and maintenance of the system. The O&M Manuals shall include maintenance and inspection for all equipment. A three-ring binder containing all the O&M and electronic files shall be provided within the binder.

Operations and Maintenance Training: The Contractor shall provide on-site O&M training for the location which will consist of two (2) formal on-site training session to include but not limited to system operation, corrective and preventive maintenance, and inspections.

The contractor will coordinate with the COR the scheduling of any training classes in advance. The COR may require the classes to be provided on non-consecutive days at the convenience of the USDA Staff.

ACCEPTANCE

For the purposes of warranty and payment for the work performed at a location, government “Acceptance” will be provided by the USDA upon the completion of all the following:

a. The Contractor has demonstrated/ verified that the implemented function as intended at commissioning. All punch list items identified during the commissioning have been resolved.

b. The Contractor has provided O&M manuals
