1.0 INTRODUCTION
1.1 Authority
On August 25, 2017, Anderson Environmental S rvices began conducting a limited asbestos material survey for the R.W. Harned Building co tracted. It's located at 810 Hwy. 12 East in
Mississippi State, Mississippi. The survey was p rformed to determine the presence and location of suspect asbestos containing materia (ACM) for the ground floor of Building 001 and the Headhouse areas of Building 002. The Jork was authorized by Ms. Margie Cook to provide asbestos inspection services for renovaj ion of the properties at Buildings: 1 & 2. The survey was performed by a Certified Asbestos I spector Paul Anderson MDEQ # ABI- 1686, Expiration 7/15/2018.
1.2 Work Performed
As outlined in the initial scope of services, I con ucted the following:
Step 1:
Preliminary walk-through and inspection of all ccessible & affected areas within the structures for the purpose of locating and docu.lnenting suspect ACM.
Step 2:
Development and implementation of a samplin scheme for all suspect ACM.
Step 3:
Performance of quality-assured analysis of the ulk samples obtained during the inspection, using polarized light microscopy (PLM).
Step 4:
Preparation and submission of this report.

2.0 DEFINITIONS
ABATEMENT-The removal, repair, encapsulatio
, or enclosure of ACM.
ASBESTOS- The asbestiform varieties of chrysot1·1e, crocidolite, amosite, anthophylite, tremolite and actinolite.
ASBESTOS CONTAINING MATERIAL {ACM)- any [ aterial which contains more than one percent asbestos by volume.
COMPOSITE SAMPLE- A bulk sample of suspect omogeneous building material that consist of a mixture of equal quantities of the material bollected from various locations within a homogenous or functional sampling area.
ENCAPSULATION- The application of a coating to friable or nonfriable asbestos to prevent release.
ENCLOSURE- The construction of an air-tight ba rier around friable and nonfriable asbestos to prevent fiber release.
FRIABLE- The condition of any ACM which whe dry may be crumbled or reduced to powder by hand pressure.
FUNCTIONAL SPACE- A room or specific area.
HOMOGENEOUS AREA- An area of surfacing m terial, thermal system insulation, or miscellaneous material that is uniform in textu, e and color and appears identical in every other respect including relative date of insulaticl>n.
HOMOGENEOUS MATERIAL- A material which + ay or may not extend through many areas, is uniform in color and texture and appears ident cal in all other respects, including relative date of installation.
HVAC- System and/or component equipment a sociated with the heating, ventilation and air conditioning of a building
MISCELLANEOUS MATERIAL-A classification for suspect ACM such as resilient floor coverings, acoustical ceiling tile, transite products, etc.
OPERATION AND MAINTENANCE PLAN (O&M)- set of procedures undertaken to clean up previously released asbestos fibers, prevent fut111re release of fibers by minimizing disturbance of damage to ACM, monitoring the I ondition of the ACM and retain all documentation relating to asbestos within the uilding.
POLARIZED LIGHT MICROSCOPY (PLM)- Method used to estimate the percent of asbestos by volume in a bulk sample.
REMOVAL- Removal of the ACM and replaceme t with a non asbestos-containing mater ial to provide the same function and fire rating, unless the removal is for the purpose of demolition.
RESPONSE ACTION- A method including remov~I, encapsulation, enclosure, repair, operation and maintenance that protects human health ar the environment from friable ACM.
SURFACING MATERIAL- A classification of suspe!ict ACM which is applied to walls, ceilings, or structural members by a sprayed-on, troweled-bn method such as fireproofing or decorative applications.
SUSPECT MATERIAL-A type of building component that is known, or has been known to contain asbestos minerals.
THERMAL SYSTEM INSULATION (TSI)- A classification of suspect ACM which covers piping, boilers, HVAC components, etc., to act as an inJulator, not as a coating or sealant.
3.0 METHODS
3.1 Field Survey
The survey procedure consisted of a complete visual and walk-through of the damaged areas and inspection of accessible interior & exterior surfaces, and subsequent formulation of a sampling scheme. Flooring, walls, domestic syst~m components, water heating systems and other interior surfaces were examined for the p~esence of ACM. The survey was conducted by
MDEQ certified asbestos inspector Paul AndersJn (MDEQ Certification #ABI- 1686).
All suspect materials were touched to determln~ their friablllty. If these materials could be broken and/or crumbled by hand pressure, it wfs deemed friable. Random and judgmental samples were collected from suspect materials throughout the structures. Survey and sampling procedures and protocols were condur ed in accordance with U.S. Environmental
Protection Agency (USEPA) specifications and recommendations, 40 CFR 763.107 - 763.109, 40 CFR 763.85 - 763.88, 1987, and EPA manuals r 5/2-78-014 (part 1 and II) and 560/5-85-024.
The Asbestos Hazard Emergency Response Act (IAHERA), 40 CFR 763, guidelines are considered by most regulatory agencies, USEP I and the Occupational Safety and Health
Administration (OSHA) to be state of the art fo conducting asbestos inspections and assessments.
3.2 Laboratory Analysis
Bulk samples of suspect homogeneous ACMs ere collected during the inspection and subsequently submitted to Environmental Hazards Services L.L.C. located in Richmond, Virginia to determine the presence of asbestos lminerals. The EPA recommended method of polarized light microscopy (PLM) and dispersion staining was used to determine the presence of type and contents.

5.0 SUMMARY/CONCLUSION:
5.1 FINDINGS:
Based on the asbestos inspection and subseque t lab results, Asbestos Containing Materials
(ACM} were detected.

5.2 RECOMMENDATIONS:
1. Prior to any renovation that may disturb the positive Asbestos Containing Materials, asbestos abatement plans and guideline specific~tions should be developed. The asbestos abatement actions (removal) should be accomp~· shed by an accredited and licensed asbestos abatement contractor and in a manner prescrib d by the Environmental Protection Agency
(EPA) Regulation 40 CFR parts 61.145 and 61.15 , and Occupational Safety and Health
Administration (OSHA), standard 29 CFR 1926.1~01. All work shall be conducted following
NESHAP removal guidelines. A 10 day removal/~emolition notification must be filed with the
Mississippi Department of Environmental QualitI (MDEQ). This can be filed by anyone familiar with the MDEQ guidelines for filing.
2. All asbestos abatement personnel should hav received proper training as required for certification of asbestos workers or supervisors • y the State of Mississippi.
3. Contractor shall obtain necessary permits an state license in conjunction with asbestos removal, hauling, and disposition, and furnish tifely notification of such actions required by federal, state, regional, and local authorities. N1tify the Mississippi Bureau of Pollution
Control, Air Division and the Environmental Engreer in writing 10 days prior to the commencement of work in accordance with 40 1 FR 61, Subpart M as mentioned in section 1
6.0 LIMITATION
This report has been prepared for the exclusive se for USDA -ARS in Mississippi State, MS and any other duly selected representative for t~e specific application to pending structure renovation. Copies of our report may be distribu~ed provided their use is consistent with the intent of our services. Our findings have been der eloped in accordance with generally accepted standards of practice, direct observati~ns of the designated areas made during the surveying period, available information, and ourlprofessional judgement. No other warranty is expressed or implied. The client recognizes that future changes in future use and construction within the building may affect the conclusions/fihdings presented in this report.

1.0 EXECUTIVE SUMMARY
Environmental Services, LLC was retained by David Canterbury of Mississippi State
University Physical Plant, P.O. Box 5208, Mississippi State, MS 39762, to perform a Limited
Asbestos Containing Materials (ACM) inspection. The limited ACM inspection was performed the windows of the USDA Building 02 Greenhouse, on the campus of Mississippi State
University in Starkville MS 39762.
The surveyed was completed on September 8, 2017. Joe Venus, of Environmental Services, LLC did the inspection. The purpose of the survey was to verify the presence, extent, and condition of asbestos containing material (ACM), in the referenced buildings above. The asbestos survey was performed in accordance with applicable local, State and Federal regulations
During the survey, two (02) Homogeneous areas were found, with four (04) samples that were collected from the Site for laboratory analysis. The analytical results indicated that four
(04) samples detected concentrations of asbestos, from the referenced building above. The 3.0
Section entitled Data Summery covers locations of asbestos samples found.
1.1 Asbestos Containing Material Summary
The analytical results of the bulk samples collected during the site survey identified the following materials, with any concentrations of asbestos. Suspect materials with greater than 1% asbestos are considered to be an asbestos containing material by the Environmental Protection agency (EPA). OSHA references worker protection guidelines for exposure to any amounts of asbestos, even below the >1% recognized by the EPA and State Regulators.

2.0 PROJECT SUMMARY
Joe Venus, a certified asbestos inspector, is accredited through the State of Mississippi
Department of Environmental Quality (MDEQ). He has successfully completed Environmental
Protection Agency approved training in asbestos inspection and removal, and participates in ongoing training offered by accredited associations. His MDEQ Certification Number is
ABI-00001353.
Upon arriving at the Site, Mr. Venus did a short tour of the overall Site. He observed the suspect ACM material to be sampled and assigned a Homogeneous Area (HA) number, description, and measurement to the suspect materials. Homogeneous Areas are defined as suspect materials similar in color, texture, and apparent age of application.
2.1 Asbestos Survey Protocol
The ACM inspection was preformed in accordance with the U.S. Environmental Protection
Agency (USEPA) requirements for implementation of the Asbestos Hazard Emergency
Response Act (AHERA), and the Asbestos School Hazard Reauthorization Act (ASHARA).
The technique used for sampling the suspected materials was designed to minimize possible fiber release and in turn possible contamination of surrounding areas. The MDEQ’s guide to suspect asbestos containing materials include, all building materials, except, unpainted glass, unpainted wood, and unpainted metals. All representative suspect materials sampled were collected in accordance with EPA’s AHERA and “Guidance for Controlling Asbestos
Containing Materials in Buildings” (EPA 560/66-85-024, June 1985).
The sample location is sprayed with amended soapy water mixture when applicable. Then, a core sample of material was collected and properly stored, in a labeled airtight bag. The chain of custody form was completed for a bulk samples collected and subsequently delivered to
Triangle Environmental Services Center, Inc (a certified NVLAP laboratory) for analysis using
Polarized Light Microscopy (PLM). Triangle Environmental Services Center, Inc utilizes the dispersion staining technique according the U. S. EPA method 600/M4-82/020 incorporating visual estimates of identified material percentages. This survey was to identify any of the six major types of asbestos, Chrysotile, Amosite, Crocidolite, Anthophylite, Tremolite, and
Actinolite in the materials sampled.
During the sampling activities, each suspect ACM was touched by the inspector to determine its friability and observed to determine the physical condition of the material. A
Friable Material is a material is defined as a material that can be crumbled, or reduced to a power by hand pressure. Friability of a material directly relates to a potential of the ACM to release airborne fibers. The inspector assessed the suspect ACM, according to its physical condition.
The results of this inspection may not be considered to be a product endorsement by
Environmental Services, LLC, NVLAP, or any agency of the U.S. Government.
Environmental Services, LLC recommends that the identified ACM should be either managed in place with an Operations and Maintenance (O&M) Plan, or abated by a licensed contractor in accordance with all applicable local, State and Federal rules and regulations.
Should additional suspect materials not included in this survey be discovered during maintenance or renovation activities, Environmental Services, LLC recommends that samples of these materials be tested for asbestos content.
2.2 Asbestos Survey Findings
The analytical results of the bulk samples collected during the site survey, September 8, 2017 identified the following materials with concentrations of asbestos. Suspect materials with greater than 1% asbestos are considered to be an asbestos containing material by Mississippi
Department of Environmental Quality (MDEQ) and the Environmental Protection Agency
(EPA). OSHA references worker protection guidelines for exposure to any amounts of asbestos, even below the >1% recognized by the EPA and State Regulators. Table 1 has the positive sample results of all samples collected.
During the survey, two (02) Homogeneous areas were found, with four (04) samples that were collected from the Site for laboratory analysis. The analytical results indicated that four
(04) samples detected concentrations of asbestos, from the referenced building above. The 3.0
Section entitled Data Summery covers locations of asbestos samples found.
2.3 Limitations
This survey was completed in accordance with Federal and State protocols for identifying the presence of asbestos-containing materials. Environmental Services, LLC or the inspector do not warrant that all asbestos containing materials have been located or identified during this inspection. Other areas of suspect ACM may be present in areas not visible or readily accessible to Environmental Services, LLC at the time of the survey. Additionally, prior renovation or repair activities may have altered building materials such that suspect ACM could not be properly identified by the inspector. Should additional suspect ACMs be identified, they should be assumed to contain asbestos and sampled for asbestos content.
The person or persons in charge of the facility should exercise care, any time a suspect material is to be disturbed, which has not been sampled or assumed to contain asbestos.
The liability of Environmental Services, LLC is limited to the amount paid by the client for this report. The client assumes all responsibility for the further distribution of this report and its contents. By making such distribution the client agrees to hold Environmental Services, LLC harmless against all claims of persons so informed of the contents hereof.
If an amount of ACM is listed in this report, it is an approximation based upon field observations and/or limited measurements. A Licensed Asbestos Management Planner prior to development of an O&M Plan should determine the actual quantity of ACM requiring management. Similarly, a Licensed Asbestos Consultant prior to initiation of abatement activities should verify the quantity of ACM requiring abatement.
The inspection date was September 8, 2017. Any changes occurring after this date can alter the data in this inspection report.
2.4 Positive Sample Results

3.0 DATA SUMMARY
Based on the Asbestos Inspection, Environmental Services, LLC, offers the following; One (1) asbestos-containing materials (ACM) was identified as a result of this investigation and is classified in this category:

3.1 Material, Location and Assessment of Survey Samples

The window glazing interior and exterior in Building 02 greenhouse, contains asbestos and is in poor condition
Results of asbestos containing materials, taken from any location of the product may be considered the same for identical materials in other units.
3.2 Procedures for Renovation and Demolition
If renovation to the buildings' interior or exterior should occur and these actions directly affect the physical condition of any or all of the ACM’s, then abatement of these materials should be performed before such activities begin. If abatement (removal, repair, enclosure or encapsulation) actions should occur, the building owner or operator should comply with the following requirements:
a. Asbestos abatement actions should be performed by an accredited and licensed asbestos abatement contractor in a manner prescribed by the
Environmental Protection Agency (EPA) Regulation 40 CFR Parts 61.145, and
61.150 (November 20, 1990), the Mississippi Department of Labor, Occupational Safety and Health Administration (OSHA), Standard 29 CFR
1926.1101.
b. If reportable quantities of ACM’s are abated, the Mississippi Department of
Environmental Quality (MDEQ) should be notified of planned renovation, demolition, or asbestos abatement activities at least 10 working days prior to the scheduled start of these activities, as required by EPA 40 CFR Part
61.145(a) and (b)

c. All removed asbestos-containing waste material(s) should be transported and deposited at an EPA (MDEQ) approved landfill site, in accordance with EPA 40
CFR Part 61.150 (b)-(e). The disposal site shall be operated in accordance with EPA 40
CFR Part 61.154.
d. The Occupation Safety and Health Administration's (OSHA) Right-to-
Know regulation requires the contractor to advise all workers of the presence of asbestos in the area in which they are working and to inform them of the nature of the hazard involved with exposure to asbestos.
Should any regulated or non regulated ACM be allowed to remain in these buildings, an
Operational and Maintenance (O&M) Plan should be developed so that administration and maintenance personnel can monitor the physical condition of the ACM.
