About this file

This document contains questions and answers regarding solicitation 12405B20R0038 from the USDA Agricultural Research Service for an HVAC system installation at the Animal Quarters of the Russell Research Center in Athens, Georgia. The solicitation requires contractors to provide all necessary equipment, labor, materials, and transportation to install a new HVAC system as detailed in the attached plans. The work includes replacing two pumps and a heater pump as part of Phase 2. Bidders should base their proposals solely on the design documents. Insulation is only required for the fresh water makeup line. A site visit will be scheduled for interested parties and proposals must be submitted to the Contracting Officer Randal Barnett by email. The opportunity is set aside for small businesses with a NAICS code of 238220.

Contractor Questions & Answers

Solicitation 12405B20R0038, Animal Quarters HVAC-Russell Research Center

1. It appears as though the new cooling tower height above the roof is approximately 3’-0” (from structural detail 5/S101). The 8” supply piping connects near the bottom, if not on the bottom, of the cooling tower. M202 indicates a routing of the “low” condenser water supply piping, across the roof, in thru the exterior door, across the mechanical room (again, at a low elevation) and to the suction side of the new pumps, P-8 & P-9. In addition, since the new cooling tower is an open cell tower, there is little net positive suction head available to the pumps; leaving little (or no) vertical rise within the pipe to meet the NPSHR of the pumps.

Answer: Please provide proposal based strictly upon the design documents.

2. None of the condenser water piping is insulated (inside nor outside). M102 notes that all condenser water and cold water piping outside above grade to be freeze protected. To what extent, if any, does the new condenser water piping get insulated?

Answer: Condensate supply and return do not require insulation. Only the fresh water make up line is currently insulated and replacement would require insulation as well.

3. Can you confirm only the cooling tower VFD needs be to NEMA 3R per keynote #8, drawing E202?

Answer: Keynote 8 is referring to VFD for the exhaust fan with hepa filter. That is part of phase one and not required for the cooling towers.

4. Does the existing roof have a bond or warranty requiring a specific roofing contractor?

Answer: No.

5. Are both tower pumps to be replaced?

Answer: Pumps and heater pump replacement is part of the Phase 2 work as described in the plans.

Additional Information based upon questions asked during the site visit:

6. Grade level tower is to be removed as per the demolition note on the drawing. Piping should be removed and capped at the adjacent wall. Electrical will be removed to the wall and made safe (cable removed and pull string installed) and capped at the wall. Piping inside the chase will remain.

7. Roof mounted exhaust fan is part of phase 1 and is not to be included in this proposal to complete phase 2 work.
