About this file

This document is an Invitation for Bid (IFB) issued by the City of Atlanta Department of Aviation (DOA) for the Concourse E Power Equipment Replacement - Phase 1/MV Switchgears and Substations project at the Hartsfield-Jackson Atlanta International Airport. The DOA is seeking to replace all power distribution equipment, including switchgear, busway, and feeder wiring and conduit up to and inclusive of the unit substations, on Concourse E, which were installed in 1992. The DOA will provide the design documents and specifications, and new equipment shall be installed and connected prior to transferring circuits and demolishing existing equipment. A pre-bid conference is scheduled for October 26, and the proposal deadline is November 30, 2023. The contract will be awarded for a term of three years with options to extend for two one-year terms.

The IFB outlines pricing and data requirements, technical specifications, drawings, security requirements, schedule information, quality control programs, and federal contract provisions. The pricing is to be submitted via a quantities pricing and data exhibit. The project includes Davis-Bacon wage requirements, and bidders must comply with Illegal Immigration Reform and Enforcement Act (IIREA) regulations. Additionally, the City has set aside requirements for small, disadvantaged, female, and minority firms, and the contract will be awarded to the most advantageous bid, considering price and other factors.

PROJECT OVERVIEW

• Services Being Procured: Concourse E serves as an International and Domestic Concourse for Hartsfield-Jackson Atlanta Airport. It also houses a US Customs and Border Patrol facility. The majority of the power distribution equipment for Concourse E was installed in 1992. The Planning and Development Division of the Department of Aviation (DOA) considers the life cycle of power distribution equipment to be thirty years. As we approach the end of this life cycle, the DOA recommends replacing all of the power distribution equipment at all Concourse E medium voltage switchgears and unit substations. The Power distribution equipment includes switchgear, busway, and feeder wiring and conduit up to and inclusive of the unit substations. Concourse E's power distribution system consists of two 4160-volt redundant main switchgear connected to the Georgia Power vault. Additionally, the main switchgear is connected to the generator switchgear. The switchgear feeds eleven 4160-volt unit substations with transformers converting the voltage to 480/277. For information, the unit substations feed 480/277-volt switchboards, which in turn feed 480/277-volt panel-boards or 480- 120/208-volt transformers feeding 120/208-volt panel-boards. The DOA will provide the design documents and specifications to implement the replacements, including any necessary phasing requirements. Generally, new equipment shall be installed and connected to its source prior to transferring circuits and demolishing existing equipment. In the case of unit substations, only one unit substation at a time shall be replaced. In cases where new unit substations or switchboards are not suitable for a permanent location, temporary equipment can be utilized to transfer circuits and new equipment located in the original location. Optionally, expansion or relocation of electrical rooms could be required. When this occurs, new or expanded rooms shall be required. All redundant systems shall be maintained at all times except when switching circuits which must be done during the night.

*1. CITY OF ATLANTA

DEPARTMENT OF PROCUREMENT

BIDDING INSTRUCTIONS, TERMS AND CONDITIONS

1. PREPARATION OF BIDS -

• Bidders are expected to examine this invitation for bid, attached drawings, specifications, if any, and all instructions. Failure to do so will be at the bidder's risk.

• Unit price for each unit bid on shall be shown and such price shall include packing, unless otherwise specified. A total shall be entered in the amount column for each item bid on. In case of a discrepancy between a unit price and extended price, the unit price will be presumed to be correct.

• Specifications provided herein are intended to be open and non-restrictive.

"Any" is used as a minimum standard of quality. When no reference or change is made on proposal by bidder, it is understood that the specific brand item named on proposal shall be furnished by bidder. If bidding on other than the make, model, brand or number as shown, and offered as an equal, complete technical information, specifications, manufacturer's name and catalog reference must be clearly stated on bid proposal or attached letter. Any deviation between brand offered and brand specified must also be clearly indicated.

The City of Atlanta, through the Chief Procurement Officer, Department of

Procurement, shall be the sole judge in making determination as to equality.

• Time of delivery is a part of the consideration and must be stated in specific calendar days that must be adhered to. If the time varies on different items, the bidder shall so state. Failure to state delivery may be cause for disqualification.

• The City may accept any item or group of items or any bid, unless the bidder qualifies his bid by specific limitations. The right is reserved to reject any or all quotations and to waive technicalities.

• Verify your quotations before submission, as they cannot be withdrawn or corrected after being opened.

• If a prospective offeror elects to submit a NO BID, return the Invitation for Bid Cover sheet and state reason. Otherwise, the bidder may be removed from the mailing list.

• If federal excise tax applies, show amount of same that has already been deducted in determining your net price. The City is also exempt from state and local sales tax.

2. EXPLANATIONS TO BIDDERS - Any explanation desired by a bidder regarding the meaning or interpretation of the invitation for bid, drawings, specifications, etc., must be requested in writing and with sufficient time allowed for a reply to reach bidders before the submission of their bids. Receipt of amendments by a bidder must be acknowledged on the bid and a signed addendum returned, attached to the bid.

3. SUBMISSION OF BIDS -

Accordingly, should a vendor fail to perform delivery within the time stated in your bid, he/she may then be declared in default of contract. In such an event, the City may then proceed to purchase in the open market the items from another source, and charge/collect from the defaulting vendor the excess cost to the City, which resulted from such open market purchase.

• PATENT INDEMNITY: Except as otherwise provided, the successful bidder agrees to indemnify the City and its officers, agents and employees against liability, including cost and expenses for infringement upon any letters patent of the United States arising out of the performance of this contract, or out of the use or disposal by or for the account of the City of supplies furnished or construction work performed hereunder.
