Refer to the Army Core of Engineers Three-Phase Inspection Requirements.
RFI 4

The goal for minority participation for each trade is 23.6%.
RFI 8
We are unclear on how the evaluation factors in L.14 align with the Technical Proposal Submission requirements in L.13. For example, L.14 makes reference to Past Performance, Management Approach, and General Technical Approach as the three evaluation factors for Phase 1. Please confirm which submission items in L.13 line up with each of those three evaluation factors.
The Evaluation Factors in L.14 are clear., L,13 simply states how the presentation should be formatted and submitted to the government.
RFI 9
In Section L.14 of the solicitation, Page 94, there is a requirement under Factor 2 – Management Approach to identify “any operational risks or challenges.” The use of the word “operational” seems to imply a focus on the risks associated with the operation and not the construction of the facility. Please clarify if offerors should provide design, construction, or operational risks and challenges (or address multiple phases of the overall project.).
Not applicable for Phase I. Will be covered in Phase II.
RFI 10

Volume 1 requires that the contractor submit the representation and certifications found in Sections K and L. Section K includes a completed FAR 52.204-8 (JAN 2017). Please clarify if we are to resubmit this.
The boxes that are checked in 52.204-8 are letting you know which clauses and provisions apply to the requirement. It does not apply to the specifics of your firm.
RFI 13
Section M outlines how the Phase I proposal will be evaluated. Factors 1 – 3 of the Technical Discussion Section are included, but there is no mention of how the Technical Summary will be evaluated. Please clarify how the Technical Summary will be evaluated.
The Technical Summary will be reviewed and evaluated as part of the overall submission.
RFI 14
Are the specific SF-330 forms and forma required for presentation of design team technical qualifications and other Section L applicable information?
If so, are the same formatting requirements applicable (double-spacing, 12-point elite font, one-inch margins, et al)?
SF330 requirement for Phase I is for design qualifications.
All formatting requirements are spelled out in the solicitaiton. If there are specifics requirements for seperate documents or sections, that will be noted.
RFI 15
If so, should offerors provide (1) only those sections of the SF330 that apply to the Phase I Section L requirements, fitting applicable sections from the SF330 to the appropriate place within the presentaiton format outlined in Section L, or (2) a complete SF330 for the design firm as a seperate section of Volume II?

RFI 20
Section L.13(d)(1)(B) “Format and Content” states to include the following documents in the order listed. It goes to only reference the SF1442 but no other documents for that section. Please confirm if the Reps and Certs are to be included after the SF1442 and if there are any other documents that should be included in that volume.
Certs and Reps are required as part of the submission. Please refer to the instructions in Section L.
