About this file
This document is Amendment 0002 to Solicitation 12363N26Q4218 for the Monongahela National Forest Elleber Sods Fencing Project issued by the USDA Forest Service Stewardship Contracting Branch in Washington, DC.
The amendment adds a Questions and Answers section, the applicable wage determination for Pocahontas County West Virginia Heavy Construction (WD #WV20260061), and barbed wire fence construction and installation drawings. The offer due date remains August 19, 2026 by 11:00 AM Eastern Time, with a performance period of August 24, 2026 to November 20, 2026. The Government will furnish 6.5-foot T posts, 8-foot by 5-inch wooden posts, 7-foot by 4-inch by 5-inch posts for bracing, and 15-gauge double-strand barbed wire. Contractors must provide all incidental materials including staples, brace wire, pins, and tensioning hardware. The project involves constructing approximately 8,000 linear feet of barbed wire fence, with 550 feet requiring vegetation clearing of saplings and small trees. Access is available for all vehicle types except for the final 1,000 feet, which is accessible only to UTVs and tracked equipment. A 12-ton bridge crossing exists on Forest Road 1681, and the allotment gate is seasonally open September 1 through March 31. Government-furnished materials are stored at 7409 Staunton Parkersburg TPK, Durbin, WV 24920, and contractors must pick up and load materials themselves. Davis-Bacon prevailing wage rates apply. The contract will be firm-fixed-price with invoicing through IPP, and payment will be made upon work completion at intervals no more frequent than every two weeks.

12363N26Q4218 Monongahela NF Elleber Sods Fencing Project Questions and Answers
Q1: How many square feet in the area to be fenced in?
A1: The fencing is in a line rather than making an enclosure.
Q2: Are there any available site photos showing the existing fence line conditions, vegetation, and the expected amount of clearing required for the project?
A2: The only area needing brush work is pictured. The red marks are drawn on top of the actual orange flagging. This area is 550 feet. The rest is in open pasture and is mainly along the pasture road which was recently graded with fresh rock. The old fence has not held the cattle for many years so contractors need not be concerned with keeping the cow calf pairs away except when cutting cherry.
Q3: Could you please confirm whether this project requires prevailing wage rates and, if applicable, provide the current wage determination applicable to this project?
A3: Yes, this project requires prevailing wage rates. The wage determination is included in this amendment.
Q4: Are you able to supply the GPS coordinates?
A4: 38°25.409’N 79°43.378’W
Q5: Please provide the available inventory or estimated quantities of all Government-furnished fencing materials, including the number, type, size, and length of wood and steel line posts, corner posts, end posts, brace posts, horizontal braces, barbed wire rolls, and any special crossing materials. Please also identify whether the Government has designated where wood and steel line posts are to be installed.
12363N26Q4218 Amendment 0002 Monongahela NF Elleber Sods Fencing Project Page 3 of 20
A5: 6.5’ T posts, 8’x5” wooden posts, 7’x4”x5” posts are provided for all brace and post needs, and15 gauge double strand barb wire.
Q6: The solicitation states that all fencing materials are Government furnished but specifically lists only posts, braces, and barbed wire.
Please confirm whether the Government will also furnish all incidental installation materials required for complete fence construction, including staples, steel post clips, brace wire, tie wire, tensioning hardware, splicing sleeves, gate hardware (if applicable), and any other required fence components. If not, please identify which materials are the Contractor's responsibility.
A6: Contractors will provide everything other than posts and barb wire (eg. pins, brace wire, staples…)
Q7: Please confirm that all Government-furnished materials will be inventoried, suitable for installation, and available before Contractor mobilization.
Additionally, please provide:
The exact pickup location.
How the materials are stored.
Whether Government loading equipment and an operator will be available.
How shortages, damaged materials, or unavailable Government-furnished materials will be handled if they delay construction.
A7: The contractor must pick up and load materials at 7409 Staunton Parkersburg TPK Durbin, WV 24920. Materials are stored outside in the back of the yard as pictured.
Announce yourself and ask specifics in the office. All materials are at this location but there are more elsewhere if needed. Let the Range Technician know before a shortage occurs. Contractor must replace any materials they damage.
Q8: The specifications require brace assemblies based on fence length, alignment changes, slope changes, contour fencing, and stream or gully crossings.
Please provide the anticipated number and locations of required corner, end, inline, contour, hill, and special brace assemblies, or provide a plan identifying the Government-required brace locations.
A8: Attached are the NRCS specs to use.
12363N26Q4218 Amendment 0002 Monongahela NF Elleber Sods Fencing Project Page 4 of 20
Q9: Please describe the available access from Forest Road 1681 or the allotment entrance to the entire fence alignment.
Please identify:
Which portions are accessible by pickup truck.
UTV.
Rubber-tracked skid steer.
Mini skid steer.
Compact excavator.
Post driver or similar equipment.
Which portions will require hand-carried materials.
Any width, weight, bridge, gate, culvert, seasonal, or equipment restrictions applicable to construction access.
A9: There is a 12T bridge to cross on 1681. The allotment gate is 8 miles down 1681 and is seasonally open from September 1 – March 31. The Range Tech will provide the contractor with the lock combination. All but 1,000 ft are accessible to every type of vehicle. The 1,000 feet is accessible to UTV and tracked equipment.
Q10: Please provide any available information regarding the anticipated vegetation clearing requirements, including:
The approximate percentage of the fence alignment expected to require clearing.
The approximate number of trees greater than five (5) inches DBH anticipated within one foot of the alignment.
The expected maximum tree diameter.
Whether tree stumps may remain cut flush with the ground or if stump removal is required.
A10: 550’ needs clearing, mostly of saplings with a few 10” or smaller trees. Nothing larger is in the way. Flush cut and do not remove the stumps.
Q11: The specifications indicate that fences crossing gullies or streams require special brace assemblies and site-specific designs.
Please identify the number and locations of any anticipated stream, drainage, ditch, or gully crossings and provide the applicable details or drawings for any required special fence construction associated with those crossings.
A11: There are no streams or gullies present that will need specific designs.
Q12: The specifications permit posts to be driven or installed in tamped post holes and indicate that concrete may also be used.
Please confirm that posts may be driven or installed in earth-tamped holes where field conditions permit and that concrete is not generally required unless specifically directed.
Additionally, please identify any known areas of shallow rock, rock outcrops, saturated soils, or other subsurface conditions where ordinary post driving or excavation is expected to be impractical.
A12: No concrete is needed. There is one rocky spring crossing 30 ft wide. No other known rocky spots.
12363N26Q4218 Amendment 0002 Monongahela NF Elleber Sods Fencing Project Page 5 of 20
Q13: The specifications prohibit operations when soil moisture conditions would cause rutting or soil compaction while also requiring continuous performance once work begins.
Please clarify:
Who determines when field conditions prohibit operations.
Whether Government-directed weather or soil-condition shutdowns will result in an extension of the contract performance period.
Whether delays caused by unavailable Government-furnished materials will also qualify for schedule extensions.
A13: The COR and Range Technician determine prohibitive field conditions, considering the contractor’s recommendations. Weather or soil-condition shutdowns may result in an extension of the contract performance period. Delays caused by unavailable Government-furnished materials may qualify for schedule extensions.
Q14: Please clarify whether the Contractor may establish temporary material staging locations along the fence alignment or within the grazing allotment, and identify any restrictions on staging Government-furnished materials, equipment, fuel, or trailers within the project area.
A14: The contractor may stage on site. When the gates are open, this is a popular hunting and visiting site for the public. Materials and equipment shall be stored out of obvious view.
Q15: What to do with cut cherry to prevent the cows from eating and poisoning themselves?
A15: There are very few areas where this is a concern. The farmer is willing to move the cows to the other pasture if possible. If the farmer and Range Technician determine there is not enough grass there for the duration the contractor requests, the contractor shall take the cherry out of the allotment.
Q16: Can the contractors camp up there while working?
A16: Yes, but they must camp in the pasture the cows are not in and out of sight of the entrance gate. Camping is not permitted to the public.
Q17: Are there any permits needed to be obtained by the contractor?
A17: No
Q18: Please provide a description of the ground conditions? Rocky, Swampy, etc.
A18: Medium soil moisture, with typical West Virginia rockiness. No known rock outcrops.
Q19: Are the fasteners being furnished? If so what kind?
A19: No
Q20: Is the brace wire being provided?
A20: No
12363N26Q4218 Amendment 0002 Monongahela NF Elleber Sods Fencing Project Page 6 of 20
Q21: Is there a machine to load posts at the Ranger Station?
A21: No
Q22: Are line posts going to be steel, wood, or combination of both? If both are they going to be alternated evenly?
A22: 3 T posts between each wood post
Q23: Are provided wood posts already pre sharpened?
A23: No
Q24: Is there currently livestock on the pasture?
A24: Yes. The permittee is willing to move them into a different pasture if needed.
Q25: Please confirm the applicable Davis-Bacon wage determination for this project and provide a copy if possible.
A25: Davis-Bacon Act WD #: WV20260061
Q26: For employees operating the skid steer/post driver and excavator, please confirm the appropriate equipment-operator classification.
A26: Contractors shall confirm their employee classification per the duties the employee is undertaking and the applicable Wage Determination.
Q27: For employees performing fence installation, including setting posts, stretching wire, stapling/fastening wire, building brace assemblies, clearing vegetation, and related fence labor, please confirm the appropriate labor classification.
A27: Contractors shall confirm their employee classification per the duties the employee is undertaking and the applicable Wage Determination.
Q28: Please confirm whether performance or payment bonds are required for this contract.
A28: No bonds are required for this contract.
Q29: Please confirm where and by what method weekly certified payrolls should be submitted if we are awarded the contract.
Q30: The Government anticipates awarding a firm-fixed-price contract from this solicitation. Contractor will invoice through IPP (Invoice Processing Platform). No certified payrolls are required to be submitted. Invoices will be paid when work is completed and not more often than every two weeks.
