About this file
This document is Amendment 001 to USFS Solicitations 12363N26Q4203 (Alamitos Stewardship SC) and 12363N26Q4204 (Lumbre Stewardship SC), issued by the USDA Forest Service Stewardship Contracting Branch on July 31, 2026. The amendment adds site visit notes and a question-and-answer document from an August 12, 2026 site visit held at the Carson National Forest, Camino Real Ranger District Office in Peñasco, New Mexico. Nine industry representatives attended, representing companies including Timber Wolf Sawmill, Forest Fitness, Conley Inc., H.R. Small Products, K&B Timberworks, and AGL Wood Products.
The Q&A clarifies contract requirements for the two stewardship contracts. For Alamitos, Units 1 and 2 are mandatory for cut, skid, and deck operations, while Unit 3 is optional; mandatory and optional hauling loads are identified in Appendix A and the Contract Area Map. Log removal from Unit 2 must be fully suspended from the inventoried roadless area. Culverts and road materials must be provided by the offeror and budgeted accordingly, with specifications detailed in Attachment C. Optional items are awarded based on fund availability without requiring mandatory item completion first. For Lumbre, orange/red lines on the Contract Area Map indicate Unit 4, the optional item location. The FERM BPA contract did not include roads like FR 89A because those roads were identified and developed after the FERM BPA was awarded, whereas initial FERM roads focused on open road systems impacted by the HPCC fire.

Q&A

o Answer: Yes, there are mandatory and optional items for hauling through both contracts.
• Question: Which units are mandatory for the Alamitos contract?
o Answer: Mandatory units are identified in Appendix A, the Contract Area Map
(CAM) and other documents provided with the call. Units 1 & 2 are mandatory for cut, skid, deck. Unit 3 is optional. There are also mandatory and optional loads for hauling and an optional item for processing wood.

• Question: What is the status of the Roadless Rule and can we use log trucks to remove logs in Alamitos Unit 2?
o Answer: Plan within your budget to remove logs fully suspended from Unit 2 to an area outside of the inventoried roadless area. We will check to see if anything has changed regarding the roadless rule and potential use of log trucks.
• Question: Is there access to the Alamitos units via the private land ownership?
o Answer: There are currently no arrangements to access the units via private land.
Unit 3 is an optional unit and there may be some consideration towards access through private land.
• Question: How do optional items work? Do mandatory items (work) need to be completed prior to optional items being awarded? Question tied to ongoing contractual work in Angostura SSC mandatory unit and everyone’s understanding up-front.
o Answer: Awarding optional items is based on availability of funds to award the work. Mandatory items do not need to be completed prior to optional, there are not differences in period of performance for any of these items so it would be up to the awardee and the forest to priority what work was awarded.
• Question: Can old roadbed leading from Serpent Lake road/trail down to Lumbre Unit 1 be improved for entry and exit of equipment? This would not be tied to hauling.
o Answer: This action is not identified as part of the contract, but we can present the request to the District Ranger for approval for access for equipment.
• Question: What do the orange/red lines mean on the contract area map (CAM) for Lumbre?
o Answer: Due to some mapping challenges, the orange/red lines coincide with Unit
4, which is location of optional item.
• Question: Will culverts and road material be supplied or does that need to be provided by the offeror?
o Answer: Plan within your budget to include culverts and materials. We will verify.
Attachment C includes all of the specifications and work needed for the different phases of the project.
• Question: Why were FR 89A and other roads not included in the current FERM BPA contract?
o Answer: Initial roads that were included in the FERM BPA were tied to previous planning and implementation work and miles were focused on open road systems impacted by the HPCC fire and designated as open on the Carson National Forest Motor Vehicle Use Map. These contract units and packages were identified and developed following the awarding of the FERM BPA contract.
