About this file
This document is an Amendment to a Solicitation for the Forest Road 2159 Improvement Project in the Mark Twain National Forest. The amendment includes questions and answers from a pre-bid conference held on 02APR2025 and updates provisions and clauses from recent Executive Orders. The project involves road improvement work with a projected start date in the first week of June 2025 and completion by mid-August 2025. The period of performance is specifically set from 04/25/2025 to 08/15/2025.
Key project details include road improvements with requirements such as mowing, limbing, reshaping drainage dips, and managing fallen tree tops and brush. Potential contractors were informed about quarry locations (Central Stone in Farmington and Capital Quarry in Arcadia/Ironton, Missouri), lead testing procedures, and bonding requirements. Bonding specifics indicate no requirements for quotes under $35,000, with Alternative Payment Protections required for quotes between $35,000-$150,000. The pre-bid conference was attended by multiple excavation and construction companies, with USDA Forest Service representatives present.

FOREST ROAD 2159 IMPROVEMENT
PRE-BID CONFERENCE
02APR2025
1. Where do I go to register for this project?
Answer: www.sam.gov.
2. Where is the nearest quarry that is acceptable near project area?
Answer: Central Stone quarry in Farmington, Mo & Capital Quarry in Arcadia/Ironton, Mo.
3. Does contractor need to work with Quarry to obtain lead testing information?
Answer: No. Awarded Contractor will need to work with COR. Forest Service personnel will work with Quarry personnel to obtain the lead test samples for project. No extra cost will occur for lead testing requirements to contractor.
4. Will the drainage dips need to be improved/reshaped?
Answer: Yes. They all will need to be reconditioned/reshaped as directed by COR to improve water drainage as stated in work description.
5. Since there is not much of tree line on right side of road, how far does the mowing/limbing need to be?
Answer: There is a few smaller trees that can be used as the tree line, but it needs to be at least 3 foot off where the brush/tree branches are not in the roadbed area. Measure as example if you drive your dump truck down, if it hits it, then it needs to be removed.
6. After we limb the road, what do we do with the limbs/brush?
Answer: As per specifications included in the contract, you place them passed the tree line about 5 feet out of the clearing limit way (roadbed plus sides to tree line).
7. Can we use a piece of equipment to push the tree tops that had fallen on right side of road up away from roadway instead of cutting them?
Answer: The tree tops and brush will need to be cut back away from roadway area due to equipment causing damage on side hill area and causing more erosion.
8. What is the timeline for this project?
Answer: Start date will be approximately in the first week of June 2025 and completion near the middle of August 2025
9. What are the bonding requirements?
Answer: Quotes less than $35,000 have no bonding requirements. $35,000-$150,000 will require Alternative Payment Protections in the form of Irrevocable Letter of Credit or a Payment Bond.
