About this file
This request for information and draft solicitation concerns a basic ordering agreement for transportation services of surplus federal timber products by rail. The USDA Forest Service intends to award multiple BOAs to contractors who will transport timber products via rail from federal lands and deliver them to various forest product facilities. The BOA will have a term of four years and remain open continuously for contractors to submit quotes and proposals in response to future orders. Future orders will be awarded on a firm-fixed price basis for specific transportation projects. Interested parties must register in the System for Award Management to be eligible for award. The draft documents provide an overview of requirements but final terms may change. A question and answer session will be held on March 1st to discuss further.

Subject: Federal Timber Transport Basic Order Agreement (BOA)
Request for Information (RFI)
To: Interested Contractors, Stakeholders, and Forest Products Processing Facilities
The USDA Forest Service and National Stewardship Contracting Branch of Procurement and
Property Services (PPS) would like your input on this contracting opportunity for transportation services of surplus federal timber products by rail. This RFI is issued for market research purposes to gauge the interest of potential contractors and to help identify wood markets with surplus or in demand of forest products.
This contract opportunity is part of a PILOT project designed to transport surplus Federal timber products to markets in demand. Surplus or excess products are defined as: timber products that local industries and/or markets either cannot process prior to deterioration, are limited in capacity to receive products from hazardous fuels reduction projects timely, timber sales and IRTCs that go “No-Bid”, and/or where local markets do not exist. This RFI will focus primarily on contracting for transportation of surplus forest products by rail.
The objectives of this PILOT project and contract are to:
1. Remove hazardous fuels from NFS lands that would otherwise not be treated or not treated within acceptable time frames for increasing pace and scale goals of forest restoration.
2. Ensure timber product facilities and industry remain viable and operational.
3. Establish and/or modernize the existing infrastructure for transporting forest products.
4. Provide forest products to new and/or emerging facilities and markets.
The intent of this RFI is to determine the following informational needs:
1. Is your company interested in competing for a contract to transport timber products by rail?
2. Is your company capable of obtaining the necessary agreements with rail companies for use of rail lines?
3. Is your company capable of obtaining rail cars, debarking equipment, staff, etc.?
4. What do you see as challenges that your company will struggle to overcome in competing for this contracting opportunity if interested?
5. Any other pertinent information you can provide to us that you see as a benefit or detriment to the project?
6. If not interested in competing for this as a contractor, is your company interested in receiving forest products through this project and what are the specifications of products that you wish to receive? Species, sizes, other desired log specifications.
7. If you are a forest products facility, what products are being offered by National Forests or other Federal timber lands local to your facility that you cannot process or receive due to capacity limitations and what is your facilities yearly capacity to help indicate potential surplus thresholds?
8. Do you have any comments, questions, or concerns with the draft solicitation or this project in general?
9. Do you identify any cost centers for rail transportation that are missed or not represented in the draft solicitation Schedule of Items?
The questions listed above do not need to all be answered to respond to this RFI. Any information your company is willing to share will be accepted and is highly valued. All information provided to the FS through this RFI shall be confidential and proprietary.
If you have any questions regarding this RFI, please contact me at curtis.yocum@usda.gov or
(541) 219-0637 and/or Matt Daigle at matthew.daigle@usda.gov or (605) 415-9057. Interested contractors and stakeholders are highly encouraged to respond to this RFI in writing via email submitted to us as soon as practicable.
Thank you for your interest in this project!
Sincerely, Curtis Yocum
