12363N22Q4087 Amendment No. 0002, dated 08/09/2022 Lakeshore Revised Stewardship IRSC

Sierra National Forest

Lakeshore Revised Stewardship IRSC

Solicitation Number 12363N22Q4087

Amendment 0002 – Questions and Answers from on or about August 8, 2022.

Q1.) Page 3 of 27 of Appendix C specifies Road Maintenance Requirements for several roads that don't appear to be on the Contract Area Map as well as T Specifications that don't seem to correspond to the

T- Specifications referred to on Page 4 of 27 - Appendix C. Are the road maintenance requirements called out on Pages 2 and 3 of Appendix sufficient for this portion of the contract?

A1.) It appears that page 3 may be a remnant from a previous contract. We do not have a Highway 372 on the project or forest. When Appendix C is downloaded and opened it also has the title

“CanyonHillsStew_FY2015”. This information is not correct either. Page 2 & 3 are the required road maintenance work.

Q2.) Since the current access roads are in various states of disrepair, is the contractor responsible for any surface replacement on roads perceived to be damaged by the contractor? If roads are going to have to be resurfaced or extensive repairs required based on the desires of the local residence, then the bid price will be affected.

A2.) Roads should and will be documented for their current state. It is expected that contractors do not do anything to further the disrepair of the roads. Excessive damage done by the contractor may cause grounds for a damage claim or be the contractors responsibility to repair. Excessive damage for example but not limited to ripping, tilling, tracking or blading roads and causing new ruts, holes and asphalt damage. The current damage that is present due to the fire and other use, is not the responsibility of this contract. The only road repair is that listed within Appendix C.

Q3.) Is there a performance bond?

A3.) Please refer to the solicitation, on page 4 of 75, For construction item 6, road reconstruction, the estimated price magnitude is less than $25,000; therefore, alternative payment protection does not apply until

$35,000 which can be a payment bond for construction. Performance bonds are required at $150,000 or greater for construction.
