Amendment No. 0001, dated 07/29/22 Lakeshore Revised Stewardship IRSC

Sierra National Forest

Lakeshore Revised Stewardship IRSC

Solicitation Number 12363N22Q4087

Amendment 0001 – Questions and Answers from on or about July 27, 2022.

Q1.) Bid Sheet Page 3 of 75 of bid documents states Biomass is the product that we are bidding to remove but this does not seem to be the definition of the material to be removed. Should the product be called

Combined Softwoods instead of “Biomass”. The definition of Biomass Trees on Page 6 of 8 of Appendix

A does not seem to match with what you are wanting to be removed from the site. I’m wondering if the definition of sawtimber on page 8 of 8 of Appendix A is more appropriate. This issue might have been addressed under pages 3 and 4 of 75 in the solicitation, however it is still a little confusing.

A1.) R5 C6.817 speaks to removal by green tons and in chip form. The products being removed are deficit and may be removed in any form, to any available local market. Division A of Appendix B is clear on the piece sizes to be removed and it is for saw timber size logs. The Notes section of the Solicitation shows the original cruised volumes in MBF from Lake Shore IRSC and the conversion estimates to tons for Lake Shore Revised. Same wood as before, just shown differently.

Q2.) Page 20 of 37 of Appendix B states that operations will not start until after sunrise but it was my understanding that this had been waived. This statement clashes with Appendix A Page 3 of 8 Section

III – Control of Work. I believe you removed the constraint from Appendix A as it was stated in the original bid documents but was left in in Appendix B.

A2.) The appendix B language is specific to the YoTo and in units designated as YoTo habitat. Those units are the majority of 77, about half of 82, and 121. This restriction is only for areas designated as habitat and does not include loading or hauling. This restriction has been waived for unit 80 and in unit 77 will not apply east of the 8S75 and 8S75Z. Unit 76 and 79 do not contain YoTo habitat, so this restriction is not applicable.

Q3.) Are merchantable logs to be removed based on tonnage or load count? See page 26 of 37 of

Appendix B. This might be addressed in pages 3 and 4 of 75 on the Solicitation however perhaps I just need some clarification.

A3.) See answer to Question 1. Each load will be counted as 21 tons, charged $0.21/load, and no requirement to scale or weigh each load.

Q4.) Appendix B Page 20 of 37 makes reference to only Unit 77 being impacted by the Yosemite Toad however the Contract Area Map also shows Yosemite Toad Habitat being also located in Units 121, and portions of 80 and 82. Can you clarify?

A4.) YoTo units are 77 (almost all), 121 (all), 82 (about half) and 80 (small portion).

Q5.) Is Biomass the correct term?

A5.) It doesn’t really matter what we are calling it, it is a wood product and we have defined the quantity. How it gets removed and in what form doesn’t matter.

Q6.) What is the difference between 3a and 3b?

A6.) From the contract it states “ *For Item 3, contractors may provide an offer for Item 3a or 3b based on a proposal to remove TSA timber biomass products (6,000 tons TSA converted from 1281 MBF). If TSA products will not be removed, please provide price for 3a only. Contractors may provide a price for both 3a and 3b indicating award of either is acceptable, CO will make final determination of award based on the best value determination.” So 3a is total service with no product removal. 3b is product removal and they move/pile the slash at disposal site.

Q7.) There may be a discrepancy in your description in the A’s. Mandatory 1 states: “Cut and remove from Contract Area sawtimber trees 14 inches DBH and larger that are dead, diseased, or dying, marked with green tracer paint, and meet the minimum tree specifications as identified in

Appendix B.” Mandatory 2 states: “Cut all non-sawtimber (cull) trees that are 8.0 inches DBH to 13.9 inches DBH.” Do you want standing cull to remain?

A7.) No we do not want standing cull to remain. The only remaining should be either within the snag plots or the minimum snags per acre. Item two should “Cut all non-sawtimber (cull) trees that are 8.0 DBH or greater.

Please note revised Appendix A, dated 07/29/2022 on page 1 of 8 that is a separate attachment.
