Solicitation Instructions
1. This is a solicitation for commercial products or commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. The Government intends to award one Firm Fixed Price task/delivery order to the offeror who is evaluated as technically acceptable with the lowest price.
3. This is a sole source solicitation. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
4. Date: 27 June, 2024
5. This solicitation is being issued as a Request for Quotation (RFQ) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-01.

10. Brand Name: This requirement is for a Brand Name item. Any offers received that provide for other than those items listed on the attached Brand Name Equipment List shall not be considered for award. Additionally, offers that are incomplete, or offers that do not meet the technical requirements shall not be considered for award. A redacted copy of the Brand Name Justification is provided as Attachment 2.

12. FAR 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services, applies to this acquisition. This clause must be adhered to in its entirety for an offer to be considered for award.

EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Evaluation Factors in order of importance: Technical capability of the item offered to meet the Government requirement and Price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

15. The Government reserves the right to award this effort based on the initial quotes received without further contact. If, during the evaluation period, it is determined to be in the best interest of the Government to conduct interchanges with an offeror, the offeror will be notified by the PCO. The Government may conduct interchanges either orally or in writing, and may issue interchanges to one, some, or all offerors. The Government shall consider the correction potential of quotes in determining the content of interchanges and offerors with whom to conduct those interchanges.
Proposal revisions shall only be submitted in response to Government interchanges. If revisions are submitted, the offeror shall ensure changes are easily identifiable with tracked changes and sidebar markings of those sections that changed from the original submission.
A written notice of award or acceptance of an offer, furnished to the successful offeror within the timeframe specified in the offer for acceptance, shall result in a binding contract without further action by either party. Before the offer’s specified expiration date/time, the Government may accept an offer or part of an offer, whether there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

17. All offerors responding to this solicitation must be registered in the System for Award Management (SAM) at time of solicitation closing for their quote to be considered for award.
