As cleanings are identified and approved, combination cleaning vacuum trucks will be promptly deployed to perform the flushing and vacuuming of the identified structures and pipe segments.

The proposer will be required to create catch basin and drain line cleaning tasks in the specified asset management software. The tasks shall be completed in the field and crew will be responsible for accurately completing the asset management software tasks.

As storm drain lines are identified and approved to be inspected via CCTV crews, those crews will be deployed promptly by the proposer with all equipment and incidentals needed to perform the CCTV inspections. The proposer will be required to create drain line CCTV inspection tasks in the specified asset management software. The tasks shall be completed in the field and crew will be responsible for accurately completing the asset management software tasks.

Section II - Drainage System Pre-Assessments And Inspection Services

The proposer shall provide all required equipment, parts, materials, supplies, labor, devices, and transportation necessary to perform the required Drainage System lines and structures assessments, evaluations, inspections, and cleanings with electronic data collection as required.

Drainage Structures and Storm Drain Lines Pre-Assessments

Proposer shall employ GIS capable pole mounted zoom cameras, controlled by handheld tablets, to pre-assess drainage structures and storm drain lines to determine physical condition of assets, identify if cleanings and/or repairs are required. This information will help the proposer determine if a drain line needs cleaning, needs to be further inspected, or repaired. The device shall have high powered LED lightning with light intensity controls, camera shall be of high resolution, and shall have integrated laser rangefinders. When lowering device into structures, a high resolution 360° video shall be recorded, capturing both the surrounding area and the inside of the structure. The video shall provide a full view of the structure condition, the pipe segments connecting to the structure, and the general condition of the area surrounding the structure. While recording, the device shall be positioned inside structures inverts, on all downstream and upstream pipe connections for proposer to control the camera’s zoom on pipe segments to look for significant defects and use tablet to take pictures as needed using the device’s interface software.

Additionally, digital photographs of each structure will be taken from above ground, showing the frame and cover (removed) of the structure, and its proximity to identifying features or landmarks, if possible, sufficient to identify location and identify inflow potential due to runoff.

The data collected is to be associated with GIS data corresponding with the structure being pre-assessed.

All pictures taken shall be uploaded into the Asset Management Software task being completed for documentation purposes. Any special notes or comments shall also be added into the electronic task being completed.

Pole mounted camera pre-assessments shall be performed and reviewed using NASSCO PACP, MACP, LACP latest guidelines and formats to code and identify defects found. A priority level will be assigned on a scale of 0-10 based on the debris levels and drainage system conditions.

Once the inspection data and reports have been analyzed, a decision to clean the storm drain lines and structures will be made.

Deliverables for work associated with pre-assessments shall include electronic reports with structure and segments condition data, and photographs taken assigned to the corresponding structure and/or pipe segments. Pole mounted camera inspection report videos shall be in mp4 format, pictures in mpeg format.

Closed-Circuit Television (CCTV) Inspections

The work generally consists of Closed-Circuit Television (CCTV) Inspection of existing storm drain mainlines, laterals, and all structures servicing the Drainage System.

Storm drain lines sections shall be inspected by means of remote CCTV. If a blockage hampers the inspection of the drain line in one direction, then the Proposer shall attempt to complete the section by televising from the other manhole to complete the section. The Proposer must immediately report the obstruction to the SWBNO or representative.

The documentation of the work shall consist of PACP CCTV Reports, PACP database, logs, electronic reports, etc. noting important features encountered during the inspection. The Proposer shall perform all CCTV inspections in accordance with the latest NASSCO’s Pipeline Assessment Certification Program (PACP). CCTV inspections will be delivered entirely in electronic format. The entire survey shall be recorded in an approved electronic format submitted with electronic links between the data and the video. All television inspection reports shall be with-in +/- two (2) feet of the measured linear footage between manholes along the existing drain line centerline from the start of pipe to end of pipe. All SWBNO and PACP required header information must be fully and accurately entered on all CCTV reports. Work not following these specifications may be rejected for payment and the Proposer will be required to re do the work.

The speed of travel shall be slow enough to inspect each pipe joint, tee connection, structural deterioration, infiltration and inflow sources, and deposits, but should not, at any time, be faster than 30 feet per minute, except as noted otherwise herein. The camera shall be stopped for a minimum of 5 seconds at each identifiable defect to ensure proper documentation of the condition. In addition, the camera shall be stopped at each service connection, and the camera shall pan the service connection to video inside the service line.

The camera must be centered in the pipe to provide accurate distance measurements to provide locations of features in the drain line and these footage measurements shall be displayed and documented on the video. All PACP Observations shall be identified by audio and on PACP log.

All video must be continuously metered from manhole. The pipe should be clean enough to ensure all defects, features and observations are seen and logged.

All blind manholes and buried manholes shall be noted in the inspection report and logged on a separate log with the GPS location and type of structure. The log shall be provided to the SWBNO with each pay request.

The recorded video must show the entire circumference of the drain line. Any flow control to remove standing water and debris shall be incidental to the contract. It is not the intent of this specification to require bypass pumping to control heavy flow; however, the Proposer must, at a minimum, make reasonable effort to control the flow. The Proposer must also consider weather conditions to obtain the best video image of the drain lines. This may require the Proposer to delay any video work after major rain events until the system can return to lower dry weather flow.

The Proposer shall provide a PACP certified operator on site at all times during the entire survey.

If video is to be coded separately from the actual recording, both the onsite Operator and the individual performing the PACP coding shall be PACP certified. The Proposer shall provide proof of certification prior to commencement of work, prior to a change in personnel involved in data collection, and as requested by the SWBNO. Once the inspection data and reports have been compiled, the SWBNO will evaluate findings for recommendations on necessary repairs and quantities which shall be included on required submittals.

The proposer shall submit a CCTV report and footage to SWBNO as an example of report quality for SWBNO to review and approve.

As the implementation of the pre-assessments take place and cleanings and CCTV inspections are identified, the Proposer shall deliver a schedule for cleaning and inspecting each drain line. A copy of completed CCTV logs, daily reports, confined space entry forms shall be delivered as required. All inspection footage and pictures shall be clear, legible, and free of haze. Formats shall be /mpeg and mp4.

Proposer shall upload screenshots of pipe defects into the corresponding asset management tasks for documentation purposes. SWBNO will provide proposer with structure numbers to be used.

If proposer has previous experience with City of New Orleans drain lines CCTV, the proposer may consult with SWBNO on the use of those shape files and structure and segment identification numbers. All files shall also be delivered in electronic format and USB drives to be owned by SWBNO.

Sonar Inspection

In the event surcharged manholes are identified with 75% of the full pipe diameter, Sonar inspections methods may be used if approved by SWBNO in lines greater than or equal to18 inches in diameter. Sonar and CCTV inspections methods may be employed together when pipes are 25% to 75% full if approved by SWBNO.

It shall be the responsibility of the Proposer to provide a suitable carrier for the sonar inspections equipment to traverse through drain lines. The sonar inspection equipment shall be built for use in the inspection of storm drain system lines and shall be operative in totally submerged conditions. The sonar inspection speed shall not be grater than 20 feet per minute in any case.

The maximum beam width of the sonar energy pulse will be no greater than 2 degrees from the center of the transducer which shall be of the continuous scanning type. The sonar image shall be in full color during the inspection.

The inspection will include complete structural and service assessment of the equivalent PACP standard as that obtained through a CCTV inspection and shall also include measurement of fluid depth and silt depth. This inspection shall be continuously recorded and shall be saved on a flash drive in MPEG format with a corresponding PACP inspection log and summary reports.

The proposer shall take sonar still images of drain line cross sections every 50feet or with higher frequency if warranted due to pipe shape changes and at every pipe defect. The images shall be noted and referred in reports.

Proposer shall upload screenshots of pipe defects into the corresponding asset management tasks for documentation purposes.

Section III - Drainage System Cleanings

At the direction of the SWBNO, the Proposer shall create catch basin and drain line cleaning tasks and work orders in the Asset Management System.

Proposer shall provide all the equipment necessary for the proper high-pressure water nozzle cleaning and vacuuming via combination vacuum trucks, and other equipment as necessary to perform cleanings that will produce completely cleaned drainage lines with less than 5% of fine sediment or visible debris.

Proposer shall remove accumulation of sediment, debris blockages or obstructions, roots, sticks, bricks, grease, deposited solids, etc., that can reduce the hydraulic capacity of the Drainage System and limit future maintenance access of remote equipment, to allow a thorough cleaning. This will require an unlimited number of passes by hydro-cleaning flushing equipment to remove all debris types listed above and collect it for removal in the downstream manhole. All debris must be removed from the Drainage System, including any debris that may have been washed up into any service connection, drop connections, or the bench wall of the structures. The Proposer will be responsible for selecting the appropriate nozzles and regulating the trucks pressure to achieve a complete cleaning and shall prevent the migration of existing debris into other downstream lines or manholes by means of plugs, suitable weirs or temporary dams as approved by SWBNO.

All storm drain manholes, conflict boxes, catch basins, and drop inlets within City blocks designated for cleaning shall be washed with a pressure wand while the debris is vacuumed from the structure. Catch basin and drop inlet laterals shall be cleaned prior to cleaning drain lines and in a manner similar to main drain line cleaning, as described above, except the debris shall be pulled back to the catch basin or drop inlet and removed since there is typically no downstream access point on a catch basin or drop inlet lateral. Catch Basin and Drop Inlet laterals shall be considered as any drain line or pipe connecting, stubbed or otherwise tied into the catch basin or drop inlet. Any debris in the gutter bottom within ten feet of catch basin or drop inlet grates shall be vacuumed to reduce clogging the grates.

It shall be the responsibility of the proposer to adequately decant the combination vacuum trucks debris body to ensure the maximum amount of solids and minimum amount of water is disposed of at the appropriate disposal facilities. Should disposed debris be observed to be overly saturated with water, a percentage deduction to the disposal bid item of XX% shall be applied.

The Proposer shall maintain a detailed documentation of all cleaning efforts made to remove all types of debris. Such documentation shall be made available to the SWBNO at any time.

Proposer shall clean storm drain lines in such a manner that allows a clear viewing of the interior surface of pipe during CCTV inspection. All solids and/or semi-solids resulting from the cleaning operations shall be removed from the site and hauled away by Proposer. All cleanings shall be of the entire line segment between structures (upstream manhole to downstream manhole). Conditions such as broken pipe and major blockages may prevent cleaning from being accomplished, especially where additional damage or equipment loss would result if cleaning were attempted or continued. Should such conditions be encountered, and the Proposer is unable to clean the entire line from all reasonable points of access and directions, the Proposer shall submit a partial cleaning report and the SWBNO may authorize a CCTV inspection as outlined herein. Any reverse set-up mobilization costs for cleaning shall be considered part of the respective cleaning item at no direct pay. If a reverse set-up is required because the CCTV in the downstream direction could not be completed, a new coding sheet shall be prepared for the start of the reverse setup CCTV. In no instance shall the pipe ID be altered so that the downstream manhole reference number is listed first, and upstream manhole reference number listed. All reverse set-ups shall be logged on a separate log. Reverse set-up for CCTV will be paid for at the bid unit price.

The Proposer shall immediately notify the SWBNO in writing if he or she believes that cleaning of certain drain lines will cause a collapse due to the existing deterioration of the host pipe. The SWBNO will determine whether to continue of stop work. This exception may only be used to prevent asset damage and shall not be used to eliminate difficult or adverse cleaning areas.

Payment will only be made for the satisfactory cleaning and ensuing inspection. Satisfactory precautions shall be taken to protect the storm drain lines from damage that might be inflicted by the improper or inadequate use of cleaning equipment. Any structures, or pipe segments found to be poorly cleaned, shall be re-cleaned by the Proposer at no additional cost to the SWBNO.

If a line segment is damaged as a result of improper cleaning techniques, then that repair will be made at the cost of the Proposer.

Proposer shall be responsible for completing the corresponding asset management cleaning tasks and will be required to upload before and after cleaning pictures.

Pre-Construction Meeting

The Proposer shall attend a Pre-Mobilization Meeting scheduled by the SWBNO

Execution of the work requirements

A. Once the SWBNO identifies the pipe cleaning required, an order to clean shall be provided to the Proposer, identifying the City blocks with the Drainage System to be cleaned. Within five (5) calendar days of receipt by the Proposer of sections of the system approved for cleaning, the Proposer shall submit for approval a plan and schedule for cleaning that provides the most efficient sequence of cleaning to restore drainage capacity. At a minimum, this plan shall include the dates and locations planned for cleaning.

B. Once the Proposer’s cleaning plan has been approved, the Proposer shall mobilize the appropriate cleaning equipment within three (3) calendar days of receiving approval. The Proposer shall thoroughly clean the system by removing, properly transporting, and lawfully disposing of all liquids, debris, and sediment, maintaining a chain-of-custody for the disposal.

C. When a City block is assigned to be cleaned, the Proposer shall also clean all catch basins, drop inlets, conflict boxes, culverts and manholes within that City block. A drain main segment is defined as an underground pipe connected between two manholes or between a manhole and a conflict box. All costs associated with cleaning the catch basins, drop inlets, conflict boxes and manholes shall be included in the unit prices per linear foot for cleaning the drain main line and lateral segments. Catch basin and drop inlet laterals within a City block assigned for cleaning shall be clearly identified as laterals in the documentation and will be paid under the appropriate unit price for the corresponding lateral measurement cleaned and lateral diameter.

D. The Proposer shall document the final cleaned conditions of the assigned locations by photographing the cleaned manholes, catch basins, drop inlets, culverts, and pipes after the cleaning, and report these results in electronic report form, along with the debris disposal custody chain records, to the SWBNO, along with the Proposer’s invoice. Electronic photographs documenting the final cleaning with a date and time stamp, drainage structure numbers and GPS coordinates are required for each pay item submitted for payment. Invoices are to be submitted at the end of the calendar month for all cleaning work performed that month. Electronic photographs with a date and time stamp, drainage structure numbers and GPS coordinates, along with electronic report forms, precise quantities, and debris disposal records, are required for invoice approval. High-definition electronic photographs of subsurface main drainpipes and laterals to report cleaning results shall be obtained using a pole mounted camera or other equivalent means, with sufficient capability and lighting to clearly capture no less than fifteen (15’) feet of pipe exiting or entering the drainage structure. All pipes entering or exiting a drainage structure are to be documented in this manner. However, cleaning pipes on private property is prohibited and not part of the scope.

E. The Proposer shall furnish and maintain, in good condition, all pre-assessing, cleaning, and televising equipment necessary for proper execution of the work. Proposer shall provide sufficient resources to complete all work within the allotted duration.

F. Maintaining Flow: It will be the responsibility of the Proposer, throughout the tenure of this contract, to provide and maintain sufficient flow at all times to pass any flash of storm flow of drainage ditches and prevent any backwater flooding due to obstruction caused by cleaning or CCTV equipment.

G. Retrieval of Materials and Equipment: It shall be the Proposer's responsibility to remove materials and equipment that has been lodged in the storm drain lines from cleaning, television inspection, or point repair excavations.

H. Work Schedule. This schedule shall outline the sequence in which the Proposer proposes to conduct his operations and shall be approved by the SWBNO before work is started. The Proposer shall use a time-scaled logic diagram format. The level of detail of activities shall provide clear, concise communication of the plan of work. At a minimum, activities showing initial mobilization, start-up, cleaning and televising, and any resultant point repairs shall be included.

I. Original and updated schedules must be provided to the SWBNO in writing on appropriately sized single sheets. A color print will be required in order to distinguish different types of activities from one another. The software used for producing the schedules must have the capability to tailor the form and format of schedules, and accompanying reports, to the SWBNO’s requirements.

J. The SWBNO may require additional updates to the schedule as changes occur. These additional updates will be submitted to the project manager within 24 hours of the request. Changes to the schedule are subject to approval of the SWBNO.

Construction Photographs And Documentation Of The Work

Photographs are a mandatory requirement of this contract. The Proposer shall be responsible for the production of construction photographs as provided herein.

The intent of the photographs is to record the condition of the drainage structure and show general views of the site as well as appropriate detailed items of the work to verify cleaning. Photographs of each work item shall consist, at minimum, the following three items:

1. Location Photos – Photos shall be taken for required cleaning, showing the general surroundings nearest the catch basins or manholes being cleaned. The photo shall be taken at least twenty-five

(25) feet away to include with sufficient detail the structures being cleaned along with another identifying landmark that can be easily used to locate the drainage structures from the photographs. Examples of landmarks include closest building/home, utility poles, signs, trees, etc.

2. Pre-assessment Photos – High definition photos shall be taken as described in Section II. Photos showing missing or damaged manhole or catch basin frames, covers or structures shall be taken as these conditions are encountered.

3. After Cleaning Photos – A high-definition photo shall be taken from the same vantage points as the pre-assessment photos to show post cleaning work conditions. However, cleaning of pipe or drainage structures on private property is prohibited.

In all photographs, the catch basin, drop inlet, conflict box or manhole structure ID, the date and time and the GPS coordinates shall be in the photo information. Watermarks shall be in a location that does not obstruct the details of the photograph. The structure IDs will be supplied to the Proposer prior to work commencing.

The camera to be used to take the high-definition photos shall be GIS-enabled so that the X/Y locations will be encoded into every image along with a date/time stamp and within the frame of every image.

All photos and reports required by this contract become the property of the SWBNO. Do not publish photographs without written consent from the SWBNO.

Monthly Applications for Payment shall be deemed incomplete if the application for payment includes quantities not included in previously submitted cleaning reports. Proposer’s failure or election to not submit a monthly Application for Payment shall not affect the requirement for monthly cleaning reports.

The monthly application for payment shall include the total quantities cleaned that month.

No direct payment will be made for any photographs, documentation of the work, reporting, processing of the work product, or coordination with the SWBNO.
