Addendum No. 1 to Lafourche Parish Sheriff's Office Bid LPSO139-2026 for Uniforms

This addendum to the Invitation to Bid (ITB) issued by the Lafourche Parish Sheriff's Office addresses vendor inquiries received by the July 24, 2026 deadline for the procurement of uniforms and uniform-related items. The scope of work includes cotton deputy shirts (long and short sleeve), tactical BDU shirts and pants, Gore-Tex jackets, dress uniforms, polo shirts, shorts, ties, badges, metal insignia, epaulettes, safety vests, gloves, and various accessories. The bid opening is scheduled for August 17, 2026 at 2:00 p.m. Central Standard Time. The initial contract term is twenty-four months with two optional twelve-month renewal periods, for a maximum contract duration of forty-eight months. The addendum provides clarifications on striping specifications for trousers, confirms brand requirements including Flying Cross 57500 2-IN-1 Jackets and Cobmex 4018 cardigans, removes items 17-21 from the bid, and modifies delivery requirements to allow ten working days for standard orders with emergency purchases available within eight hours. The Lafourche Parish Sheriff's Office currently has 389 active employees and 74 reserve members, with historical purchases totaling $232,141.92 over the previous three years. The current vendor is Vinson Uniforms, though no active contract exists due to market volatility during the COVID-19 recovery period and recent hurricanes Ida and Francine.

Pricing for all items must be submitted in Excel spreadsheet format on an F.O.B. destination basis inclusive of freight and fuel surcharges, with no minimum order requirements accepted. The Sheriff's Office maintains Net 30 payment terms and is exempt from state and local sales tax. A new Price Adjustment Clause (Attachment D) has been added to the bid documents, requiring vendors to submit a signed Price Adjustment Form as one of four mandatory bid components; initial pricing must remain firm for the twenty-four-month original contractual period, with any requested increases subject to vendor justification and market-based evidence, evaluated at the Sheriff's Office's sole discretion. Louisiana preference under Louisiana Revised Statute 38:2251 is available for products produced or manufactured in Louisiana when quality is equal. Vendors must register through the Lafourche Parish Sheriff's Office Vendor Access system and provide commercial general liability insurance ($1,000,000 per occurrence and $2,000,000 aggregate), workers compensation insurance, and automobile liability insurance ($1,000,000 combined single limit). The Sheriff's Office reserves the right to reject any and all bids and to purchase items from state contracts.

Vendor Question #3:

LPSO139-2026 - Uniforms

Reference Document: Uniforms – 2026 page 5/Delivery

Please clarify the eight-hour emergency delivery requirement. Uniforms must first be ordered in the correct size and often embroidered, making that timeframe impractical. Most agencies keep a small stock of common sizes for emergencies. Would that be acceptable, or would the eight-hour delivery requirement apply only to undecorated items already in stock?

Lafourche Parish Sheriff’s Office Response Question #3:

On Page 5/Delivery – Delivery section is revised to read:

Delivery shall be on an as needed basis, and shall be delivered within ten working days from the date of order.

Lafourche Parish Sheriff’s Office may make emergency purchases with delivery requested within an eight-hour period. While Vendor is responsible for making timely deliveries in accordance with bid proposal delivery terms, exceptions will be evaluated for events, disruptions, or delays that occur outside of the vendor’s control.

Vendor Question #4:

Reference Document: Uniforms – 2026 page 5/Delivery

Is there an exception for an out-of-state vendor that cannot meet the eight-hour emergency delivery requirement?

Lafourche Parish Sheriff’s Office Response Question #4:

Please see Lafourche Parish Sheriff’s Office Response to Question 2

Vendor Question #5:

Reference Document: Uniforms – 2026 page 5/Prices

Must renewal-year pricing remain unchanged for the full potential four-year term?

Lafourche Parish Sheriff’s Office Response Question #5:

Bid Documents now include the addition of Attachment D – Price Adjustment Clause

LPSO139-2026 – Uniforms, page 13/Bid Checklist

Bid Checklist is revised to read:

*AT A MINIMUM, THE BELOW FOUR (4) ITEMS MUST BE RETURNED WITH THE BID OR

YOUR BID WILL BE DISQUALIFIED. *

And the addition of box 4:

Signed Price Adjustment Form.

LPSO139-2026 – Uniforms-page 5/Prices – Prices section is revised to read the following and add sections:

Price Structure and Price Review below:

Bid prices must be complete and shall include delivery of all items F.O.B. destination or as otherwise provided.

Unit shall be inclusive of freight charges and/or fuel surcharge.

Bids containing “Payment in advance” or C.O.D. requirements may be rejected. It shall be agreed and understood that the price quoted must be a firm price for the original contractual period of twenty-four (24) months, and shall not be subject to change at the time of shipment or delivery. Prices shall be quoted in the unit (each, box, case, etc.) as specified in the bid.

PRICE REVIEW

• Periodically throughout the term of the contract, LPSO has the right to conduct market research, review pricing indexes, and use other resources to review and verify contract pricing, vendor requested increases, and vendor provided information.

• If a price increase is requested by the vendor, LPSO will consider the request, provided the vendor can supply ample justification and market-based evidence to support the requested price increase. LPSO shall have the right to require additional documentation and evidence from the vendor pertaining to the requested increase, and the vendor must comply with any LPSO request.

• Increases solely to increase profit or margins shall not be considered.

• LPSO, at its sole discretion, has the right to approve or deny the request based on LPSO’s verification and has the right to negotiate with vendor on the requested increase. Vendor may include in their documentation evidence of price impacts on any component of contract delivery including but not limited to materials, transportation, labor, unforeseen statutory or regulatory mandates, or other impacts. Inclusion by the vendor DOES NOT guarantee an approved price adjustment. Approval in part or in total will be at LPSO’s sole discretion.

• In the event a price change is authorized by LPSO, said prices must remain firm for a period of not less than twelve (12) months.

• In the event of a price decrease, LPSO shall be guaranteed full benefit of the price reduction for all orders on the effective date of the decrease and thereafter.

PRICE STRUCTURE

• If, during the contract term, the vendor is unable or unwilling to meet contractual requirements in whole or in part based on the price structure of the contract, the vendor shall immediately notify the LPSO

Procurement Department in writing. The notification shall specify the contractual requirements which cannot be met and the offending price. Such notification shall not relieve the vendor of its responsibilities under the contract. LPSO may, but is not required to, consider an equitable adjustment in the contract terms and/or pricing.

• If LPSO, in its sole discretion, determines during the contract term that (i) the contract price structure is unworkable, detrimental, or injurious to the utility, or (ii) the contract price structure results in prices which are unreasonable, excessive, or not truly reflective of current market conditions, and no adjustment in the contract terms and/or pricing is mutually agreeable, LPSO may terminate the contract upon not less than five days’ written notice to the vendor. The effective date of termination shall be as specified in the written notification.

TEST METHODS

1. The film side of the laminated cloth shall face the water. The free stream air velocity shall be 550 ± 50 fpm as measured at least 2 inches from any surface. The test shall be for 24 hours and weight measurements shall be taken only at the start and completion of the test.

At the start of the 24 hour test period, the air gap between the water surface and the back of the specimen shall be 3/4 ± 1/16 inch. Five specimens shall be tested. The test chamber shall be 73.4 ± 1°F and relative humidity shall be 50 ± 2%. The face of the rim of the test dish shall project 1/32" into the tunnel.

2. The film side of the laminated cloth shall face the water. The free stream air velocity shall be 550 ± 50 fpm as measured at least 2 inches from any surface. The test shall be for 2 hours and weight measurements shall be taken only at the start and completion of the test.

Five specimens shall be tested. Specimens shall be sealed in any manner which prevents wicking and/or leakage of water out of the cup. The test chamber shall be 73.4 ± 1°F and relative humidity shall be 50 ± 2%. The face of the rim of the test dish shall project 1/32" into the tunnel.

3. The water pressure shall be applied to the film side of the laminated cloth.

4. The film side of the laminated cloth shall contact the water. The hydrostatic head shall be

30 inches (1.1 psi) and shall be held for 3 minutes. Leakage is defined as the appearance of water any place within the 4.5 inch diameter test area. The test may be performed using any device which tests the same specimen area at the equivalent pressure. In case of dispute, the apparatus described in FED-STD-191A Method 5516 shall be used.

5. Ten warp and ten fill specimens 3.25" x 4.5" shall be selected from each sample unit. The

3.25" dimension is the test direction. Specimens shall be flexed for 20,000 cycles as

Uniforms Specifications Page 7 of 84 specified in ASTM-D 2907 and as follows. Mark the film side of each specimen with two lines 1.7 inches apart and perpendicular to the test direction. The area between the lines is the test area and shall be centered on the film side of the specimen. Wrap the specimens around fully extended pistons with the film side out. The test area lines shall meet evenly and shall line up with the edges of the pistons.

Clamp in place making sure the clamps are not in the test area. Check specimen for smoothness and tautness (wrinkles cause improper flexing). The distance between the pistons shall be 1.7" in the open position and 0.5" in the closed position as measured from the bottom of the upper piston and top of the lower piston. Place the test apparatus with mounted specimens in a test chamber at -25 ± 2°F for a one hour conditioning period and then flex in the test chamber at -25 ± 2°F. After flexing, test for water permeability as in footnote 4/ except that the orifice of the tester shall be modified to accommodate the smaller specimen size as shown in Attachment 1.

6. One 1 yard by full width specimen shall be selected from each sample unit. The specimens shall be tested after ten (10) home laundry cycles. Laundry testing should be performed in accordance with the procedure specified in Machine Cycle 3, Wash Temperature III, and Drying Procedure Aiii of AATCC 135. The specimen shall be tested for water permeability at three sites across the width of the specimen according to footnote 4/.

7. One 1 yard by full width specimen shall be selected from each sample unit. The specimens shall be professionally dry-cleaned ten (10) times with a pure distilled solvent rinse. The specimens shall be tested for water permeability at three sites across the width of the specimen according to footnote 4/.

8. The water pressure shall be applied to the film side of the laminated cloth from below the test specimen. The maximum pressure of 25 psi shall be attained in 2 minutes ± 20 seconds and shall be applied for 5 minutes. Leakage is defined as the appearance of water any place within the test area.

9. Place a 6" x 6" piece of blotting paper on a flat surface and cover with a 10" x 10" test specimen with the film side up. Weigh out 2.0 ± 0.1 grams of solid contaminant or pipette

2.0 ml of liquid contaminant. Place the contaminant on the center of the specimen and cover with a 6" x 6" piece of glassine paper. Place a 4 pound weight on the glassine paper directly over the contaminated area. Allow the weight to remain on the specimen for 30 minutes. Remove the weight and glassine paper and allow the specimen to sit undisturbed for an additional 30 minutes. Wipe off any excess contaminant using a fresh piece of blotting paper and test for water permeability as in footnote 8/ except that the water pressure shall be applied for 3 minutes.

10. One specimen per sample unit shall…
