This Statement of Work describes the installation of a water well system for Greenhouse Facility B42 at the USDA-ARS Southern Horticulture Research Unit located at 810 Highway 26W, Poplarville, Mississippi 39470. The contractor must provide a complete turnkey system including drilling a 4-inch diameter well to sufficient depth, installing a 7.5 Goulds pump with 7.5 VFD (Variable Frequency Drive), a 120-gallon bladder tank, 8/3 flat jacketed wire, and all necessary electrical components to deliver 55-65 gallons per minute output. The system will operate on 3-phase 208-volt electrical service provided at the site on the east side of Building 42. The clean water is intended for irrigation of research plants and greenhouse cooling systems. The contractor must secure all required permits and is responsible for all equipment, materials, labor, and hardware necessary to deliver a fully functional stand-alone system.

The contractor must complete the project within 60 days from the Notice to Proceed, working Monday through Friday from 7:00 A.M. to 4:00 P.M., excluding government holidays. Key responsibilities include submitting a Site Safety Specific Plan within 14 days of contract award, verifying all site dimensions and conditions before work begins, maintaining a foreman on-site at all times, keeping the work area clean daily, utilizing bio-based products to the maximum extent possible, and scheduling inspection a minimum of 10 days in advance. The contractor must provide their own restroom facilities and dumpster, remove all debris and demolished materials off-site, and repair any government property damage resulting from contractor activities. Material submittals including shop drawings and specifications must be provided to the Local Point of Contact (Ray Morris, 601-916-7282) and the Engineer Project Manager (J. Kevin Magee, PE, 662-686-5289).

Statement of Work: Install a water well for Greenhouse facility B42 at USDA ARS Southern Horticulture Research Unit at Poplarville, MS. This project is located at 810 Hwy 26W, Poplarville, MS 39470.

Project Objective: Project goal is to install 7.5 Goulds pump.7.5 VFD to operate the pump,120 bladder tank,8/3 flat jacketed wire to produce an output of 55-65 gals per minute. 3 Phase 208 electric output will be provided at Location. Location is at the East side of Building 42. Clean water is needed to utilize in the irrigation of research plants and to utilize in Greenhouse Cooling systems at USDA ARS Southern Horticulture Research Unit in Poplarville, MS.

Site Visit: Contractors are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a quote is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. This project is located at USDA-ARS in Poplarville, MS.

Utilization of Bio-Based Products: The contractor shall utilize products and material based from bio-based materials, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR). Products can be found at:

Safety: The contractor will submit a Site Safety Specific Plan/Accident Prevention Plan in industry recognizable format to the Contracting Officer within 14 days of contract award. The Plan shall include phone numbers and maps to the local Dr. Office and nearest Hospital.

Base : Provide all equipment, materials, labor and hardware necessary to drill a 4” diameter well to sufficient depth to provide the specified output, encase, install pumps, install electrical supply, bladder tank, Variable Frequency Drive, and all other appurtenances necessary to provide a turnkey project and deliver a fully functional stand alone system.

Contractor will be responsible for securing any required permits for this installation.

Contractor Responsibility:

1. Contractor will verify all dimensions and site conditions prior to beginning work.

2. Contractor will perform the work as listed in the above outlined Base.

3. Contractors shall keep work area clean daily and take measures to control debris while work is being performed.

4. Contractors are required to manage the project and consult with the Government prior to beginning all work phases. And, to work in a manner that minimizes the impact of the work on Government operations, research, and functions.

5. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.

6. Contractor must always have a Foreman on the job while working on this project.

7. Contractors will provide their own restroom facility and dumpster.

8. Contractor will remove all demolished material and debris from the worksite and dispose off-site.

Material / Submittals:

The Contractor shall supply all materials necessary to successfully complete the project and deliver a functioning system as required. Submittals on all material incorporated into the work, including shop drawings and specifications, used on this project shall be submitted to the LPOC and EPM as noted in this document. Electronic submittals are acceptable otherwise three written submittals are required.

Execution of Work:

Contractor will verify all dimensions and site conditions prior to beginning work. Contractor will schedule the work between working hours as listed below. Contractors are required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor. The contractor shall always be responsible for protecting his work and ensuring the safety of his crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project. Premises shall be left in a clean, orderly, and acceptable condition.

Damage to Property:

Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government.

Inspection and Acceptance:

A government representative shall inspect and approve the work performed on this project. The Contractor shall schedule inspection a minimum of 10 days in advance, in writing, to the Contracting Officer.

Project Schedule:

The completion of this project shall not exceed 60 days from date of Notice to Proceed. A request for time extension must be submitted to the Contracting Specialist in writing. Each request must include specific and detailed reasons in support of the schedule alteration.

Work Hours:

Contractor’s work hours shall be Monday through Friday, seven (7) A.M. to four (4) P.M. with the exception of Government holidays. Any changes to work schedule shall be submitted to Contacting Officer for written approval prior to schedule change.
