About this file
This is a Questions and Answers document that clarifies scope and technical requirements for RFQ 1232SA26Q1449, an irrigation and sod installation project at the U.S. National Poultry Research Center in Athens, Georgia. The document addresses 29 key contractor inquiries regarding design, installation, materials, and performance standards.
Critical clarifications include: the contractor is responsible for determining bore depth, pipe size, and route for the approximately 250-foot bore under the concrete sidewalk; the contractor must design the complete irrigation system for 12 new zones, including layout, head locations, pipe sizing, and coverage, with a contractor-prepared plan acceptable (engineered drawings not required); all underground utility location and marking is the contractor's responsibility; water pressure and flow rates have not been established, requiring contractor determination; proper sizing of new mainlines is the contractor's responsibility; comparable irrigation materials with equal or greater quality are acceptable (brand matching not required); the contractor may use or expand the existing Hunter ICC2 controller or propose alternative equipment; as-built irrigation drawings showing final locations are required upon completion; the contractor is responsible for all grass removal, grading, and soil preparation including topsoil, amendments, and fertilizers; planter box irrigation must use soaker hoses on timers; and the guarantee period is one year from final acceptance covering faulty material and workmanship, with manufacturer warranties superseding where longer terms apply. The document confirms that 12 irrigation zones are required, boring under concrete walkways is mandatory, water connections may be established at existing valve boxes and spigots, downspout modifications are the contractor's responsibility, and replacement of bermuda grass past the gate is not required.

1232SA26Q1449 Questions & Answers
1. Can you confirm the required depth for the approximately 250-foot bore?
a. This will be determined by the awarded contractor.
2. What size and type of pipe or sleeve is required through the bore?
a. This will be determined by the awarded contractor.
3. Is there an approved bore route and point of connection, or is the contractor responsible for determining the final route?
a. This will be determined by the awarded contractor.
4. Are private underground utilities along the bore route mapped/located by USDA, or will locating those utilities be the contractor's responsibility?
a. All underground utility location is the contractor’s responsibility
5. The SOW specifies adding 12 irrigation zones. Can you confirm that 12 new zones is the required quantity for the new and existing areas identified in the scope?
a. Yes, the need is 12 zones
6. Is there an existing irrigation design showing the 12-zone layout, rotor/head locations and spacing, valve locations, pipe sizing, and required coverage?
a. No
7. If no irrigation design exists, is the contractor responsible for designing the complete system, including zone layout, rotor/head quantity and spacing, pipe sizing, valve placement, and head-to-head coverage?
a. Yes, Please submit a design layout.
8. If contractor design is required, does USDA require a formal irrigation drawing for approval? If so, is a contractor-prepared layout acceptable, or are engineered/stamped drawings required?
a. A contractor prepared plan is acceptable
9. We documented the existing Hunter ICC2 controller during the walkthrough. Does USDA want the new zones integrated into the existing ICC2 system, including any necessary expansion modules, or should additional controller equipment be proposed if required?
a. Use/expansion of the existing is acceptable but not required
10. Are there required manufacturers/models for the new rotors, valves, piping, and other irrigation components, or should the installation match the existing Hunter-based system where practical?
a. Comparable materials with the same or greater quality are acceptable matching brands are not required.
11. Has water pressure and available flow (GPM) been established at the proposed point of connection? If so, can those measurements be provided?
a. No values have been established
12. Can you confirm the existing mainline size/material and the required size/material of the new mainline? We were informed 2" Mainline
a. Existing water line is believed to be 2” copper. Proper sizing of any new lines is the responsibility of the contractor
13. Are any modifications to the existing backflow prevention system required?
a. No
14. Is the contractor responsible for removal of grass and all grading/soil preparation necessary prior to sod installation?
a. Yes
15. Are topsoil, soil amendments, starter fertilizer, or other specific soil-preparation materials required?
a. The contractor is required to install a viable product. All necessary soils, fertilizers, amendments, treatments and prep materials are the responsibility of the contractor.
16. Water source is located on the opposite end of sidewalk. We will need to bore under.
a. Yes
17. For the planter boxes, does USDA require drip irrigation, individual emitters, or another specific irrigation method?
a. Soaker hoses on timers
18. Is there a required manufacturer/model for the battery-operated controller?
a. No
19. The SOW references a 10-year guarantee. Can you clarify whether the 10-year requirement applies to contractor workmanship only or also to sod, irrigation components, and other materials?
a. Section 10 in the SOW should have read: “10. Guaranty: The contractor shall provide and submit a single guarantee stating that all portions of the work are in accordance with Contract requirements. Guarantee all work against faulty and improper material and workmanship for a period not less than one (1) year from date of final acceptance by the USDA, except where manufacturer guarantees or warranties are for longer terms. The contractor shall correct any deficiencies which occur during the guarantee period within 24 hours after notification.”
20. Are as-built irrigation drawings required at completion showing final mainline, lateral, valve, and head locations?
a. Yes
21. How was the 12 zones determined? Irrigation is hydraulic, and zone count is based on several factors, including space and water pressure. How was the 12-zone addition determined?
a. This number came to us in our market research. It is up to the contractor to determine the exact need.
22. Where are the water connections for both locations? For the B45 building, are we pulling the water connection from the existing valves? For the B1 planter boxes, are we pulling the water connection from the existing spigot nearby?
a. To be determined by the contractor but use of the existing locations is acceptable.
23. In order to properly determine boring techniques and zone layouts, a scaled drawing of either the landscape plans or any supporting documents you can provide would be extremely helpful in putting together the right bid.
a. No plans are available at this time
24. - Where exactly do we need to bore? Is it only underneath those concrete walkways?
a. Boring under the concrete is required all other locations are to be determined by the contractor
25. - Do you want us to pipe the downspouts out and away from the building or add some gravel underneath them?
a. Any required downspout changes are the responsibility of the contractor
26. - Where do we need to tap for the 2" line?
a. At or near the existing valve boxes. Exact location to be determined by the contractor.
27. - How deep and what size does the bore need to be?
a. At or greater than the depth of the existing main supply line of the current valves. Depth must protect pipe from freezing at meet local regulations.
28. - Do we need to replace the bermuda past the gate?
a. No
29. - Can you tell us where the existing utilities and irrigation are located?
a. Utility plans are available. All public and private utility locations must be verified prior to digging.
