Fence Q&A
1. Please clarify if this project has “Buy America” requirements on the material. Yes BAA applies.
2. If this project does have to meet “Buy America” requirements, must the pipe meet Sch40 requirements? Please provide any further specs on the pipe (i.e. weight, c Yes
3. Will the standard fence panel have 1 5/8” OD top rail and 7 ga. tension wire at bottom? Yes
4. Fence Post Specification: The SOW identifies 2-7/8" corner/gate posts and 1-7/8" line posts, but does not specify the required pipe grade or wall thickness. Please confirm whether SS40/WT-40, full-weight Schedule 40, or another specific post specification is required. Yes. Structural S40 for both line posts and corner/gate posts
5. Line Post Spacing: Please confirm the required maximum on-center spacing for the 1-7/8" line posts. 10’ ft spacing.
6. Safety Requirements: Please confirm whether contractor personnel are required to complete any USDA, Reedley College, or project-specific safety orientation, training, or classes before beginning onsite work. No.
7. Excavated Spoils: Please confirm whether spoils generated from post-hole excavation may be spread onsite or whether they must be removed and disposed of offsite. Yes can be disposed of on site.
8. Rolling Gate Configuration: The SOW calls for two 20' x 6' rolling gates. Please confirm whether the gates are to utilize a V-track system, double pneumatic wheels, or another required operating configuration. Yes will need to be a large hard double wheel.
9. Fence Alignment: Please confirm whether the intended fence alignment includes three 45-degree corners. Yes there will be 3 – 45-degrees corners SE corner, SW corner, NW corner. Only NE corner will be a 90 Degree corner.
10. Post spacing, footing diameter and embedment depth. 10’ ft line post spacing, 10
in. footing diameter or industry standard for line post and 2’ ft. embedment depth.
SOW §4 gives post diameters but not line-post spacing, footing diameter or embedment depth. These drive the cost materially and different assumptions will produce quotations that are not comparable. Is the contractor to select them, and if so will the Government accept installation per ASTM F567 and Chain Link Fence Manufacturers Institute guidance? industry standard
11. Gate post size at the 20 ft rolling gates.
SOW §4 specifies 2-7/8 in. gate posts. For a 20 ft × 6 ft rolling gate, manufacturer recommendations generally require a substantially larger gate and roller post sized to the leaf. Does the Government require 2-7/8 in. as written, or the manufacturer's recommended size for a 20 ft leaf? Yes recommended industry standard
12. Fence Layout/Staking: The SOW references the existing property monuments, and FAR 52.236-17, Layout of Work, is incorporated into the solicitation. Please clarify whether the Government will provide the fence-line alignment and/or staking of corner, gate, and intermediate points, or whether the contractor is responsible for establishing the fence line from the existing monuments.Yes we will set stakes out prior to installation on fence line
13. Chain-Link and Barbed Wire: The SOW specifies 11-gauge chain-link fencing, 6 feet high, with three strands of barbed wire and cross bars on top but does not identify the mesh size or certain component specifications. Please confirm the required chain-link mesh size, barbed-wire gauge and barb configuration, and whether a bottom tension wire is required and, if so, the required gauge. Chain link 11g 2x2 diamond, barbed wire will be 7g, 3 strands and bottom tension wire will be 7g.
14. Posts and Top Rail: The SOW identifies 2-7/8-inch corner and gate posts and 1-7/8-inch line posts. Please confirm the required pipe schedule for these posts and the required diameter and schedule for the top rail. Pipe will be structural S40 for post.
Top rial 1 5/8 diameter and 16g thick.
15. Rolling Gates and Footings: For the two 20' x 6' rolling gates, please confirm the required rolling-gate support system, including whether the gates are to use ground wheels or a steel V-groove wheel and track system. Please also confirm the required concrete footing dimensions and depths for line posts and corner/gate posts. Yes ground wheels hard rubber or industry standard , line post 10’ spacing 10’in. diameter concrete 2 ft. deep. Corner gate post should be industry standard.
16. Payment Protection: The solicitation states that a Payment Bond or Irrevocable Letter of Credit must be submitted within 10 calendar days after award and approved before the Notice to Proceed is issued. Please confirm the required dollar amount of the payment protection. The FAR minimum which is 20% of the bid price.
