About this file
This is a Requests for Information (RFI) document for federal contract solicitation 1232SA26Q1229, consisting of 41 questions and answers addressing a USDA flooring repair project.
The project involves replacing vinyl composition tile (VCT) flooring and rubber cove base molding in three areas: a first-floor hallway in the Industrial Wing, Lab 3215, and Lab 3217. Specific VCT products are confirmed as Armstrong Premium Excelon Stonetex in Desert Dust (Model 52128031) and Granite Gray (Model 52125031). The substrate is ¾-inch plywood, with subfloor replacement limited to damaged areas only; in Lab 3217, the entire room's flooring requires replacement, while the long hallway may retain existing perimeter tiles along walls with only the middle section replaced. Work hours are restricted to 7:30 AM – 4:00 PM, and the facilities will be unoccupied during construction. The Government will remove laboratory equipment prior to work commencement. No ICRA containment is required, and no special warranty beyond standard one-year coverage applies. Any asbestos abatement discovered during work will be handled under FAR clause 52.236-2 (Differing Site Conditions). Contractors may use subcontractor past performance if a teaming agreement is included. The Government will not provide a dumpster but will allow one to be placed on-site near an exit. Facility restrooms are available for worker use but not for equipment cleanup. No site visits beyond those already scheduled are available. Certified payrolls must be signed by an owner, corporate officer, principal, or designated employee actively overseeing wage distribution. The completion period and subcontracting limitations are referenced in the SF-1442 form and FAR clause 52.236-6, respectively.
