About this file
This is a Request for Information (RFI) Responses document providing clarifications to contractors regarding solicitation 1232SA26Q1076 for the provision and installation of two hot water heaters at a facility in Poplarville, Mississippi. The RFI addresses key operational and compliance questions that arose during the pre-proposal phase.
The responses confirm several critical project parameters: a single superintendent may fulfill supervision, safety, and quality assurance/quality control roles; contract-specific QA/QC and Safety Plans are not required; the project qualifies for tax-exempt status; and the Statement of Work specifications regarding the replacement water heaters (199,000 BTU/HR units replacing existing 140,000 BTU/HR units) are correct, with existing gas supply confirmed as sufficient. The government approved the contractor's responsibility to size and provide new regulators at each water heater gas supply, authorized the use of press-type copper fittings for water plumbing replacements, and confirmed reuse of existing isolation valves for both gas and water lines. Regarding licensing requirements, the government clarified that while a licensed plumber is required, credentials from the contractor's home state will be accepted rather than requiring Mississippi-specific licensing for this federally owned facility. The RFI responses also confirm that the proposal due date will not be extended.
