About this file

This document is Amendment 1 to Solicitation No. 1232SA26Q1006, issued by USDA ARS Acquisition and Property Division on August 31, 2026. The amendment must be acknowledged in quotes, with the time and date of submission remaining unchanged. The final quotation deadline is September 15, 2026, at 2:00 PM Central Time, with submissions directed to erin.riffey@usda.gov.

The amendment addresses nine Requests for Information (RFIs) and clarifications regarding the underlying solicitation. Key answers include: site visits are not mandatory; actual subcontractors (not proposed subcontractors) must be submitted with confirmed past performance and references; the NAICS code 237110 has a corrected size standard of $45 million; the contract is solicited as a service contract with Service Contract Act wages applying; the performance period begins 90 days from award; Liberty LSS150 pumps are acceptable if compatible with existing coupling pipe guide rail systems; and acceptable discharge piping materials include carbon steel with epoxy coating, Schedule 80 PVC, or stainless steel. Quotations should be emailed to the contracting officer, Erin M. Riffey.
