About this file

This is a Questions and Answers document for Solicitation 1232SA26Q0974 addressing inquiries from potential offerors regarding a loading dock demolition and reconstruction project at the Leather Research Building (ERRC campus).

The project involves demolishing and reconstructing an existing concrete loading platform with associated dock infrastructure. Key scope items include removal and reinstallation of 20 rubber dock bumpers, concrete platform demolition and replacement with proper water drainage pitch, and landscaping restoration around excavation edges. The project period runs from 9/14/2026 to 12/31/2026, with no blackout dates or requirement to maintain dock functionality during construction. The Government confirmed the site is located on land (not near water), a bulk water source is available for operations, and the project is tax exempt. Critical unknowns acknowledged by the Government include existing and required concrete thickness, exact square footage of demolition and replacement areas, dock wall repair requirements, asbestos/lead presence, permit requirements, and soil boring data. The Government indicated that available drawings from 1998 lack dock detail specifications, though a site map was added as an attachment on sam.gov. Site visits for measurements and photographs were conducted July 23-24, with attendee sign-in sheets posted on sam.gov. Regarding construction methods, the Government confirmed contractors may use CMU (concrete masonry unit) walls below the frost line for dock side walls, work scope is limited to the existing loading platform only, and one individual may serve as Superintendent, SSHO, and QC Manager if they remain the competent person on-site throughout the project. Past performance submissions should demonstrate how well similar work was previously executed.
