About this file
This file is an Amendment #01 Request for Information (RFI) containing clarifications and answers to vendor questions regarding Solicitation Number 1232SA26Q0842 for a 64-inch large-format latex printer/cutter with white latex capability for the USDA Agricultural Research Service, National Centers for Animal Health Visual Services in Ames, Iowa. The government confirmed that an integrated printer/cutter is required rather than separate compatible devices, and that manufacturer-supported solutions utilizing the manufacturer's supplied RIP/workflow software (such as SAi Flexi Designer, FlexiPrint and Cut) are acceptable for Adobe compatibility. The delivered equipment must include a complete initial OEM ink set with white ink, optimizer, and overcoat, and installation and initial setup by factory-trained engineers or factory-trained/certified manufacturer-authorized dealer technicians is required; operator training is optional but not required for CLIN 002 compliance.
The government clarified that a full liftgate and inside delivery are not required due to the availability of a truck dock at the delivery location, though installation costs must be included in quoted prices. A waiver of the Buy American Act requirement has been approved, permitting quotes for foreign-origin end products provided they meet or exceed all stated minimum technical specifications. The government is open to any manufacturer or model that satisfies the stated minimum requirements, regardless of brand or existing equipment compatibility considerations. This is a Total Small Business Set-Aside with a small business size standard of 650 employees under NAICS Code 323111.

Text version
For the Adobe compatibility requirement, is compatibility through the manufacturer’s supplied RIP/workflow software acceptable?
The software capability should include the following:
Flexi Designer: Provides full design capabilities, that lets you create and edit vector or bitmap images, add contour/kiss cuts, and prepare text lettering.
External Design Tools: Allows file imports from traditional external software like Adobe Illustrator and Photoshop.
SAi FlexiPrint and Cut: Manages both printing and cutting operations from a single interface.
For the requirement described as a 64-inch “print and cut machine,” does USDA require a separate contour-cutting device capable of print-to-cut registration, or is the printer’s integrated horizontal media cutter sufficient?
The machine should have a Drag-knife with TurboCut and Tangential emulation modes built into the printer.
Please confirm whether the successful offer must include an initial complete OEM ink set, including white ink, optimizer and overcoat, with the delivered equipment.
Yes, a full starting set should be included.
The solicitation requires installation and initial setup by factory-trained engineers. Please confirm whether operator training is also required or whether installation, setup, calibration and operational verification satisfy CLIN 002.
Operator training would be a bonus but is not required.
For FOB Destination delivery and installation, will USDA provide loading-dock/forklift capability for the equipment, or should offerors include liftgate, inside delivery and any required material-handling equipment in their quoted price?
This location does have a truck dock. A lift gate will not be required for delivery.
The requirement does include installation, so any costs for that need to be included in your quote.
FAR 52.225-1 and the Buy American Certificate at FAR 52.225-2 are included. Please confirm that a foreign-origin commercial printer may be offered subject to the applicable Buy American evaluation provisions, rather than the requirement being limited to domestic-manufactured equipment.
We have an approved waiver of the Buy American Act requirement for this procurement. We can accept a quote for a foreign made end product. The requirement is not limited to domestically manufactured equipment.
The solicitation requires a 64-inch large-format latex “print and cut machine.” Would the Government accept a manufacturer-supported solution consisting of a 64-inch latex printer and separate compatible cutter, provided together as one complete print-and-cut solution, or is an integrated printer/cutter required?
Integration required.
The solicitation states that only factory-trained engineers may perform installation and warranty procedures. Would a manufacturer-authorized dealer technician who has been factory-trained/certified by the manufacturer satisfy this requirement?
Yes. That would satisfy the requirement.
If an offered system meets or exceeds all stated minimum technical specifications, is the Government open to any manufacturer/model that satisfies those requirements, or is there an intended brand/model or existing equipment compatibility requirement that offerors should account for?
We can accept quotes for any domestically or foreign end product, as long as the offer meets or exceeds the stated minimum specs.
