About this file
This is a Questions and Answers document addressing clarifications for a federal construction contract solicitation related to embankment rehabilitation work.
The project involves phased embankment rehabilitation construction with an estimated magnitude between $1,000,000 and $2,500,000. On-site work must commence prior to October 1, 2026, with the specific start date determined by the awardee's work schedule. The contract structure is Fixed-Price (FFP) based on line items identified in the solicitation, with one base item (CLIN 0001 for East embankment rehab) and three optional items (CLINs 2-4), all with accompanying drawings provided in an amendment. The project requires phasing and is not tax exempt. Performance period extensions are evaluated case-by-case upon request based on material and equipment lead times.
Staffing flexibility permits a single individual to hold a maximum of two roles, typically combining the Superintendent and Quality Control (QC) Manager positions; the QCM and Tester do not need to be separate individuals. Third-party density testing and inspection are required, though continuous construction observation is not. Permitting is not required. Contractors are responsible for handling excavation obstructions and displaced slope protection from previous rehabilitation efforts along the northern embankment slope. A nearby pond is available for water pumping during grading operations. Iron rods on drawing C-200 of the East embankment rehab drawings serve as control points across all options. Grade control methods are at contractor discretion. Excess material unsuitable for fill or topsoil must be disposed of off-site. Contractor means and methods determine equipment selection, with the contractor bearing responsibility for personnel safety and equipment protection; loaded equipment should not traverse levees prior to full section buildout. Office space and temporary trailers are the contractor's responsibility, subject to government coordination and approval. Only performance and payment bonds are required; no offer guarantee is needed. Corporate experience requirements must demonstrate 100% completed projects of similar magnitude.
