About this file

This is a Questions and Answers document for Request for Quotation (RFQ) 1232SA26Q0488 issued by the Department of Agriculture Agricultural Research Service for Compressed Specialty Gas services in Raleigh, NC. The document addresses three key clarifications from potential offerors regarding pricing and product specifications. First, the government clarified that pricing line items for equipment rental/lease, delivery and pickup services, and emergency delivery must be included in quotations for both yearly and seasonal pricing schedules. Second, the government provided specific part numbers and purity specifications for calibration gases: Calibration Grade Zero Air (Airgas part #AI CZ200) and Calibration Grade CO2 at 1500 ppm, noting that the CO2 specification represents a custom calibration mix without a fixed off-the-shelf part number. Third, the government confirmed that standard laboratory-grade specialty gas mixtures are acceptable for pricing purposes, with the understanding that high purity compressed gases represent the baseline, though some users may require ultra-pure gases.

The underlying solicitation is a Total Small Business Set-Aside with a North American Industry Classification Standard Code of 325120 and a small business size standard of 1,200 employees. Beyond gas supply, the Statement of Work encompasses rental and lease services for cylinders and liquid Dewars that must comply with DOT, OSHA, and industry standards; routine and emergency delivery and pickup services; inventory management with monthly or quarterly usage and demurrage reporting; and monthly invoicing in IPP format itemizing gas usage, cylinder rental, delivery fees, demurrage charges, and applicable surcharges.

2. Therse are the two cylinders that are in question:

If corresponding part number that are currently being used can be provided, I can cross reference those. If not, what specific purity does calibration grade air and CO2 signify? Also, on the CO2, 1500ppm, what does that signify?

Calibration Grade Zero Air: Airgas part # AI CZ200

Calibration Grade CO2, 1500 ppm: Airgas does not stock a fixed “off-the-shelf” part number for exactly 1500 ppm CO2 in air, that concentration is typically a custom calibration mix, the part no is generated per order.

3. Can you confirm whether standard laboratory-grade specialty gas mixtures are acceptable for pricing purposes, or if there are any specific mixtures or purity levels that should be assumed when preparing our quote?

At least high purity compressed gases are acceptable for pricing, also considering that ultra-pure gases will also be used by some scientists.
