About this file
This is a Past Performance evaluation guidance document for a Request for Quotation (RFQ) for Nursery Services issued by the Department of Agriculture Agricultural Research Service under solicitation number 1232SA26Q0356. The Government will assess offerors' ability to meet Users' needs based on demonstrated performance records, requiring submission of two to three past performance projects that are similar or larger in size, scope, and complexity to the requirements outlined in the Statement of Work. Recent projects are defined as those completed within the last three years, and relevant projects are those with similar complexity and magnitude of work. At least two references must demonstrate the offeror's performance as the prime contractor, while additional references may come from subcontractor experience.
Past Performance submissions must include the project title, description of scope and responsibilities, contract/order/BPA number, contract type and performance period, Government Agency/Organization, COR and Contracting Officer contact information (name, address, phone number or email), project status, and a brief narrative explaining the reference's relevance to the current effort. Offerors must ensure all point of contact information is current, as outdated information may adversely impact proposal evaluation. The Government reserves the right to obtain past performance information from other sources and will use this information to assess the contractor's quality of past performance and the probability of success for the required effort. This is a Total Small Business Set-Aside acquisition with a $2.5M size standard, and quotations are due April 3, 2026, at 2:00 PM PT.
