About this file

This document is a Questions and Answers addendum (Amendment 2) to RFQ# 1232SA26Q0249 for construction of a Necropsy House in Fayetteville, Arkansas. The project involves new construction of a Pre-Engineered Metal Building (PEMB) with an estimated magnitude between $500,000 and $1,000,000. The building will feature metal siding and a standing seam metal roof, with a single-pitch roof design, 10-foot peak ceiling height, and a footprint adjacent to existing colony houses. The necropsy room requires one-pass air capability during operations while functioning as traditional HVAC for climate control otherwise. The facility will include a chain-operated, non-insulated coil overhead door, manual roll-up doors, and a three-phase 200-amp electrical panel compliant with commercial construction codes.

The contractor is responsible for all utilities including sanitary connections to existing lines, manholes, site restoration to original condition, gravel parking (6 inches total with specified base layers), and obtaining all required permits with associated fees. Submissions must include a detailed price breakdown, building footprint relative to existing structures, interior layout, and plan views demonstrating compliance with the Statement of Work requirements. A contract-specific Quality Assurance/Quality Control Plan and Safety Plan are required. The single Superintendent must be on-site and may fulfill dual roles as Safety Officer and QAQC Manager. On-site work commencement is to be determined based on award date and Notice to Proceed, with the government and contractor to coordinate the start date. No phasing is required, and the site contains no asbestos or lead. Any unforeseen site obstructions discovered during excavation must be addressed through differing site condition modification requests.
