About this file

This file is a Questions and Answers document related to federal contract solicitation 1232SA26Q0190 for Sphagnum Moss procurement by the USDA Agricultural Research Service. The Q&A clarifies a critical specification requirement: bidders must supply exactly 700 bales of 2.0 cubic feet each (totaling 1,400 cubic feet) and cannot propose alternative configurations with different bale sizes or quantities, even if the total volume remains the same. The government specified this exact configuration because the sphagnum moss is designated for use with a specific number of plants in the agency's research operations.

The underlying solicitation is a Request for Quotation (RFQ) for ML0150 long fibered Sphagnum Moss issued as a small business set-aside under North American Industry Classification Standard Code 113210 (Forest Nurseries and Gathering of Forest Products). The acquisition is a total small business set-aside with a size standard of $20.5 million, and all responsible sources may submit quotations for consideration.

QuestionAnswer
Are you able to specify with the customer if the configuration has to be exactly 700 bales of 2.0 cu.ft?

The sheet doesn't mentioned if the bales can vary in size, but still match the total of 1400 cu. ft.

For example, can we send 1000 bales of 1.4 cu. feet. Must be 700 bales of 2.0 cu.ft. This is due to the number of plants the spaghnum is used for
