About this file
This is a Request for Information (RFI) responses document for Solicitation No. 1232SA26Q0152, issued by the USDA Agricultural Research Service for Generator Annual Reliability Assessment & Load Bank Verification services at the National Bio and Agro-Defense Facility (NBAF) in Manhattan, Kansas. Submitted by Firelake Construction, Inc. on February 18, 2026, the responses clarify the scope of work requirements for the base year plus four one-year option contract valued under the small business set-aside program.
The RFI clarifies critical inspection and testing parameters: annual inspections of seven generators and fuel systems (including day tanks, sumps, underground tanks, Simplex smart system, Pumpmaster, and Veeder Root equipment) require basic-level visual inspections without detailed testing or disassembly, with a contractor-provided inspection checklist submitted for USDA approval prior to work commencement. The scope excludes fuel lines, full annual service, fuel oil testing, and antifreeze testing. Load bank testing may occur simultaneously with generator inspections or separately at government discretion, with after-hours and weekend work permitted only when operationally necessary and not due to contractor inefficiency. The contract includes up to 24 total shared hours annually for on-site generator and fuel system support services. Personnel require blue badges or CUP staff escort; load bank equipment may be driven on exterior geogrid systems. Security policy changes may entitle contractors to equitable adjustment consideration. The quote deadline was extended to March 2, 2026 at 6:30 a.m. CST to allow contractors additional site visits for detailed equipment assessment and pricing refinement.

| Subject: General Requests for Information |

Requested Information:
1. Will the government be providing a project exemption certificate to make contract tax exempt? No, available for construction only.
2. Referencing SOW item 3.3.1.1.1 1. The contractor shall do a complete annual inspection of all seven generators, fuel systems, and other associated equipment. For the fuel system, is this defined from the Day tanks to the generators? Or the entire fuel system from where the fuel is delivered and the sumps, underground tanks, fuel lines, Simplex smart system, pumpmaster, Veeder root, etc.? Please provide more specificity on what all is to be inspected as the fuel system inspection could be quite expansive. All items highlighted above need inspected but the fuel lines do not need to be inspected. For these items we just need a basic -level industry standard visual inspection. This is defined by basic- level inspection performed to confirm general conditions and obvious issues, without detailed testing, disassembly, or measurements. Contractor is to provide an inspection checklist for USDA approval before they start.
3. Referencing question 2 above, please define what the “other associated equipment” needing inspected would be. This refers to the supporting components and systems (this doesn’t include the fuel lines) required for the generator to operate safely and maintain operational readiness.
4. Given the fuel system and “other associated equipment” was not clearly defined, the contractor will likely need another site visit to view these items/systems once further information has been provided. Would the government provide a due date extension to allow the contractor more time to go back to site and view these items? It would help to fine tune pricing. Quotes will be extended until 03/02/26 @0630 am CST.
5. During load bank testing, will after-hours work be approved for 24 hrs and weekend work? Yes, if necessary, but this is the worst-case scenario. USDA will not grant this if it is because the contractors lack of planning, ineffective organization etc.
6. Will testing of fuel oil or antifreeze be required? No
7. Will security require a Redtail background check for delivery driver for the load bank? At this point no but it may change in the future.
8. Will the government require the load bank and fuel testing to occur on separate events? We can support separate or together. We are flexible
9. Generator inspections and load bank testing will occur at the same time, will this require (2) superintendents since the load bank will be out of the line of site from the generator room? I.e. one Superintendent will not be able to physically see personnel at both locations. Please clarify. With the current site requirements, they can get a blue badge, or the CUP staff can help escorting with one superintendent.
10. Will the government allow the load bank to be parked on the exterior geogrid system? I don’t see why you would need to park on it, but they can drive on it.
11. Referencing SOW Item 3.3.1.1.1 2. The contractor shall provide up to 24 hours of on-site generator and fuel system support services per contract year. Is this 24 hours for the generator and 24 hours for the fuel system for a total of 48 hours? Or is this just 24 hours total and the facility will use these shared 24 hours across both systems? This is just 24 hours total, and the facility will use these shared 24 hours across both systems.
12. Does the government have a certain month or set period of dates that the load bank test needs to be performed in? If so, please clarify. No
13. Is an annual full service of the generators to be performed under this contract? No, not a full service
14. Please confirm the generator and fuel system inspections would only occur annually. Correct
15. Referencing SOW Item 3.2.13, it states the contractor shall develop and provide detailed, task-specific job plans for submission and approval for utilization in Maximo. Is a job plan really needed for and inspection? Or would the inspection checklist suffice? The checklist inspection would be fine
16. Referencing SOW Item 3.2.9, the contractor assumes the calendar invite for work scheduled will be sent to a single site representative for them to share with other responsible parties. Please confirm. If not, will the government provide a complete list of all those to receive the invite at the onset of contract? The COR will provide a list when I have approved the date.
17. Referencing SOW Item 3.2.6, who is the Authority Having Jurisdiction (AHJ)?
a. Local Government Agencies
b. Fire Departments
c. Federal Agencies
d. State Agencies
18. If security policies to get onsite change throughout the contract and add additional inefficiencies and costs to perform this scope of work, will the contractor be allowed to request for an equitable adjustment due to these unforeseen changes? If the security policies change to get onsite, the contractor will be required to meet the change. An equitable adjustment may be considered.
19. Confirm whether a full annual service is required as part of the scope. No full annual service, just the items in section 3.3 Service Requirements/Tasks.
20. Confirm on whether this inspection is to be performed annually or quarterly? Annually, just follow tasks in 3.3 Service Requirements/Tasks.
