Amendment 2

RFQ# 1232SA26Q0123 - Repair Tank Farm Metal Building - Panels, Door, and Ridge Cap (Stuttgart, AR)

Questions and Answers:

1. I am wanting to make a bid on job 1232SA26Q0123 in Stuttgart, Arkansas. I do not see a form similar to SF1449. Do bids need to be submitted on company letterhead via email or do you have a specific form that needs to be filled out ?

ANSWER: Company Letter head is acceptable. There is no SF1449 for this solicitation.

2. How to address the electrical lines and the air lines running to the outside of the building?

ANSWER: The 1 ½” PVC line can be removed and abandoned, the ¾” electrical line must stay. The electric line close to the top of the metal panels should be replaced so to notch out for the electrical line and patch the top side of the panel.

3. Will the SOW be revised to include additional pictures of areas noticed during the site visit that also need to be addressed?

ANSWER: Yes. During the site visit there was is a small area at the bottom of the frame on the west rollup door that is showing signs of deterioration that needs to be repaired so that the bottom 8”x10” purlin be capped 2’ up on both sides of the door and painted to match. A picture of the area is added to the SOW. See Revised Attachment 2 – Statement of Work (publicized in amendment 0001).

4. Will the USDA provide an extension of the bid due date, allowing ample time to review RFI answers to provide the best price possible?

ANSWER: Any extensions will be provided by amendment to solicitation

5. Will the USDA clarify if the contractor is required to have an OSHA 30 Certified on-site Superintendent? If so, is this Superintended required to be on-site at all times?

ANSWER: A full-time OSHA person is not required as long as the site supervisor is qualified to perform both roles.

6. Will the government allow the contractor to delegate an OSHA 30 superintendent and associated responsibilities to a member of the subcontractor's team?

ANSWER: A full-time OSHA person isn’t required as long as the site

7. Will the USDA clarify if all subcontractors on-site are required to be OSHA 10 Certified?

ANSWER: A full-time OSHA person isn’t required as long as the site

8. The pictures below were taken during the site visit. There are multiple electrical devices mounted directly to the metal panels that are to be replaced. To replace the paneling, the power to the electrical devices must be temporarily shut-off to remove the devices from the panels.

a. Can these electrical devices be temporarily shut down?

ANSWER: As was discussed during the site visit, this area was not included in the metal panel replacement, only the inside insulation and the FRP board in this area were included. There are 2 conduits in this area on the inside that will have to notch around installing the interior FRP board. The power will not have to be shut off.

b. How long can these devices be shut down for?

ANSWER: NA

c. What voltage is being run to these devices, and can they be shutdown from a breaker box?

ANSWER: NA

9. Please confirm the type of insulation required to be replaced (e.g., fiberglass batt, rigid board, spray foam, etc.) and provide the total square footage (SF) of insulation to be removed and replaced.

ANSWER: Fiberglass batt.

10. Please clarify whether the Owner will remove existing furniture within the work areas or if the Contractor is responsible for relocating and protecting furniture prior to commencement of work.

ANSWER: The government will remove all furniture.

11. Please confirm the total linear footage (LF) of ridge cap applicable to this project.

This information is required to determine the quantity of hardware cloth needed for proper installation.

ANSWER: Approximately 90’ of ridge cap.

12. SOW encourages bio-based materials “as applicable.” Please confirm whether this is advisory or an evaluation factor (it is not listed as such in LPTA criteria). If it is mandatory anywhere, please list the specific items.

ANSWER: Biobased is not an evaluation factor. Clause 52.223-2 Reporting of Biobased Products under Service and Construction Contracts (Nov 2025) is applicable.

13. SOW requires scheduling inspection 10 days in advance. Please confirm if intermediate inspections (framing, sheathing/underlayment, pre-close-in) are required, and whether photo documentation can supplement on-site holds.

ANSWER: There will be an on-site government employee inspecting as work is being performed. Yes, photo documentation can be used if needed.

14. Will the contractor have access to any onsite electricity and water? Or will the contractor need to provide temporary power, generators, and water, if required?

ANSWER: Yes, water and electricity will be provided by the government.

15. Please confirm whether the scope of work requires replacement of the existing base angle in kind, or if the intent is to replace the base angle with red iron components as part of the structural repair activities.
