About this file

This is a Questions and Answers (Q&A) document for a federal janitorial services contract at the DBNRRC (Department of Agriculture facility).

Operational Requirements and Facility Details: The facility operates Monday through Friday from 7:00 a.m. to 4:00 p.m., with janitorial services expected to commence March 1, 2026. The building comprises approximately 4,500 square feet of carpet in the auditorium, library, and offices, with the remaining space consisting of hard surface flooring. The facility includes four bathrooms equipped with 9 toilets, 10 sinks, 3 urinals, and two shower stalls. All work zones are identified in the provided floor plan and can be clarified during site visits. Access to certain zones requires employee instruction and training prior to entry, as specified in the solicitation. Special event cleaning (1-2 events annually) occurs during regular working hours and is addressed in section 8.4.1.1 of the performance work statement.

Performance Standards and Contract Terms: This is a new requirement with no incumbent contractor. The government will evaluate contractor performance based on results rather than specific frequencies or methods, providing flexibility in how contractors structure their schedules for miscellaneous cleaning items. Supply responsibility is outlined in the solicitation, with the USDA providing specific consumables. Performance standards and expectations are detailed in the Performance Work Statement. Potential contractors are encouraged to schedule site visits for walkthroughs and orientations before proposal submission, with visit information and coordination available through the solicitation's terms and conditions on page 10.
