About this file

This is a Questions & Answers document addressing inquiries regarding a federal contract solicitation for pasture mineral products.

Question 1 addresses the sourcing of premix ingredients and corn specifications for the finished product. The government clarifies that the M.A.R.C. Vitamin ADE Premix is specific to USMARC and currently supplied by Consumer Supply, but contractors may manufacture their own provided the specifications meet or exceed label requirements. Regarding the finished product composition, the government specifies that medium rolled corn is required and cannot be substituted with DDG or crimped/ground corn. The contractor must ensure the final mineral mix meets or exceeds the specifications outlined in the pasture mineral requirements.

Question 2 provides proposal submission instructions in accordance with FAR clause 52.212-1 (Instructions to Offerors - Commercial Products and Commercial Services, November 2025). All quotes must be submitted electronically via email to winston.buchanan@usda.gov in either Microsoft Word or Adobe PDF format. The cover page must be prepared on company letterhead and include the solicitation number, quoter's name, address, SAM Unique Entity ID number, telephone number, email address, and a statement confirming agreement with all terms, conditions, and provisions in the solicitation. Submission of a quote constitutes acknowledgment and acceptance of all checked clauses and provisions that will be applied to any resulting contract.
