About this file

This document is a "Questions from Industry" file for Solicitation 1232SA25R0027, dated 26 June and 16 July 2025, addressing an upgrade project for safety showers and eyewash stations at a USDA lab in Ithaca, NY. The document contains six industry questions and corresponding government responses covering technical and administrative details, including bid bond requirements (20% NTE $300,000), warranty submission procedures, and specific technical specifications for sanitary drainage and piping.

Key technical clarifications include confirmation that safety showers and emergency eyewash stations will surface-drain onto the floor via floor drains, with no underfloor drainage system or basement/crawl space. The government confirmed that contractors will be responsible for removing and restoring site elements disturbed during work, and approved changing an uncommon 5" underground sanitary line to a standard 6" pipe. The solicitation involves the Department of Agriculture Agricultural Research Service and requires a mandatory site visit on July 9th, with written RFI questions due by 4:00 PM on July 17th, 2025.

Questions from Industry 1232SA25R0027

As of 26 June 2025

1. Page 33 of the solicitation states 20% NTE $300,000. Is $300,000 the correct amount?

Govt Response: Yes. Your bid bond may either be 20% of your bid price (unknown to us) or $300,000, whichever is less. Most vendors elect to get one for 20%.

2. Page 9 of the solicitation under G.2(d)(2)a says to “Submit warranties and maintenance bonds prior to final application for payment.” We have never submitted maintenance bonds on a federal project. Can you confirm that this is what the government is requiring?

Govt Response: Warranty documents are sufficient.

As of 16 July 2025

3. In regards to Sanitary drainage for new showers, the Ground floor drawings do not show below-floor sanitary piping for new showers. Is there an underfloor drainage system?

Govt Response: No underfloor drainage system is provided. The safety showers (S.S.) and emergency eye wash (E.W.) will surface-drain onto the floor, to be captured by floor drains.

4. In regards to Sanitary drainage for new showers, Is there a basement or crawl space below this area to accommodate drainage? Is slab trenching and restoration required?

Govt Response: There is no basement or crawl space; as indicated above, fixtures will drain to floor drains. Slab trenching is not required.

5. P-105 shows a new sanitary line outside the building but does not depict existing hedges, plantings, or sidewalks. Please confirm if the contractor is responsible for removing and restoring these site elements disturbed by the work.

Govt Response: Confirmed – Yes.

6. Drawings call for a 5” underground sanitary line, which is an uncommon size. Would you prefer to revise to a standard 4” or 6” pipe?

Govt Response: Yes. 6”.
