About this file
This document is a Questions and Answers (Q&A) file for Solicitation #1232SA25Q0910, providing technical clarification about a sequencing project. The key technical requirements include mRNA sequencing with 30 M paired-end reads per sample at 2 x 150 base pair length. Regarding small business participation, the contracting agency explicitly stated they will not make this an unrestricted small business set-aside, citing Federal Acquisition Regulation (FAR) 19.502-2(a), which requires a small business set-aside only when the estimated value is under the Simplified Acquisition Threshold and at least two small business vendors can meet the requirement.

Q: Is the requirement to sequence total RNA or mRNA?
A: mRNA
Q: Is the requirement for 30 M PE, 60 M (9 Gb), SE reads, or what is the number of Gb?
A: 30 M PE reads/sample, 2 x 150 bp
Q: Would your team consider making this an unrestricted small business set aside?
A: No, as per FAR 19.502-2(a) a combined synopsis/solicitation (FAR 12.603) must be set aside for small businesses when the requirement has an estimated value under the Simplified Acquisition Threshold (SAT) and there is a reasonable expectation of receiving quotes from at least two small business vendors that can meet the requirement.
