About this file

This document is an Amendment (#0003) to a Request for Proposals (RFP) for a Roof Replacement project at USDA-ARS facilities in Tifton, Georgia. The solicitation involves replacing roofing on seven total buildings (including Buildings 54/55 as one structure) with 26-gauge standing seam metal roofs across multiple base and bid options. Key project requirements include field verification of existing roof conditions, submitting roofing system profiles for approval, providing a Site Safety Plan and Activity Hazard Analysis for each building, and complying with Davis-Bacon wage requirements. The project includes certified payroll documentation, potential labor interviews, and requires a 20-year roofing system warranty meeting local, state, and federal codes with Georgia wind loading certifications.

The Questions and Answers section clarifies several important details: site visit attendance is not mandatory, no shop drawings are required with the initial quote, contractors may use "dual-hat" personnel roles, gutters will be installed on all eaves, and the government has approved the potential use of 24-gauge standing seam panels for metal building options with proper submittal and certification. The total square footage varies by building, with options ranging from approximately 1,200 to 2,750 square feet, and the roofing appears to be attached directly to trusses without additional sheathing.

RFP# 1232SA25Q0653 – Roof Replacement (Tifton, GA)

Amendment # 0003

Questions and Answers

1. Are any plans available?

a. ANSWER: No

2. The bid documents reference 26-gauge standing seam metal roofing, but the profile type isn’t specified. To submit an accurate bid, could you please confirm the required standing seam profile (e.g., snap-lock, mechanically seamed, panel width/seam height)? This information will help us ensure we’re matching the existing roofs and aligning with project requirements.

a. ANSWER: The SOW specified for the contractor to “field verify” the existing standing seam roof. The government does not have the standing seam profile information available.

3. Provide clarification on the anticipated/expected roof replacement beyond 26-gauge. The solicitation specifically requests "identical" 26-gauge standing seam metal roof. What are the specifications on what is currently installed that is being replaced?

"requirement to replace aging roofing materials with identical 26 gauge (field verify) standing seam metal roofs on multiple location buildings to enhance the productivity of each building in support of USDA-ARS research mission objectives."

a. ANSWER: The SOW specifies that the objective is to replace aging roofing materials with identical 26ga standing seam metal roofs. Each building listed in the statement of work (Base and Bid Options) specifies the type of roof installed on the subject building (asphalt, metal, etc). The SOW also specifies that “the profile of the standing seam metal roofing systems shall be submitted for approval by lab personnel to determine closest match to existing standing seam metal room systems before any materials are ordered”

4. Was the site visit mandatory? To be able to bid?

a. ANSWER: Site visit attendance is not mandatory to submit a quote.

5. Confirm if there is any requirement for Shop Drawings to be submitted with the proposal Docs

a. ANSWER: No Shop Drawings need to be submitted with the quote.

6. The locations of the buildings on the Statement of Work are hard to determine. We attended the site visit and located the buildings, number plaques of the buildings. The question is, are the buildings correct (See below drawing/map submitted by interested vendor) in Sf per the options and locations?

a. ANSWER: The government cannot remark on the vendor’s drawing/map. Per SOW Section 2.2., The Contractor will verify all dimensions and site conditions prior to beginning work.

7. Please confirm the building locations that correlate with the Bid Options. (Attached Drawing/Locations submitted by interested vendor)

a. ANSWER: The government cannot confirm this information from the vendor’s drawing map above. Per SOW Section 2.2., The Contractor will verify all dimensions and site conditions prior to beginning work.

8. Do the contractors have to provide E-Verify or background checks of the employees?

a. ANSWER: Resources for Employees on labor laws are available here:

https://www.dol.gov/agencies/whd/employers#elaws

9. Will certified payrolls be required on this project? Will labor interviews be performed during construction?

a. ANSWER: Yes, certified payrolls are required in compliance with Davis-Bacon and Related Acts. The government has the right to conduct random interviews with contractor employees to make sure there is compliance with the construction wage rate requirements statute. More information about Davis-Bacon and Related Acts is available at https://www.dol.gov/agencies/whd/government-contracts/construction

10. In the Statement of Work section 4.2 Safety. Does the contractor have to provide a complete Site Safety Plan, Activity Hazard Analysis and Accident Prevention Plan for each building?

a. ANSWER: Yes

11. Is there a specific location that the contractors will use as a laydown area?

a. ANSWER: Yes and that will be assigned during the pre-con.

12. Does the contractor have to provide a separate Superintendent, Site Safety Officer and

Quality Control Manager?

a. ANSWER: No, personnel may perform “dual-hat” roles so long as personnel meet the requirements in solicitation section C.9 EMPLOYEE REQUIREMENTS.

13. Are there eight (8) buildings or seven (7)?

a. ANSWER: 7 total buildings, Building 54 & 55 are designated as two buildings in USDA records however they are joined together and comprise 1 total structure.

14. Do the metal buildings have sheathing (decking substructure) or are the roof panels attached to trusses only?

a. ANSWER: To our knowledge only to the trusses.

15. The roofs are gable roofs so gutters to be installed on all eaves for all buildings?

a. ANSWER: Yes

16. Regarding the Standing Seam Panel Gauge on Metal Building Options:

The SOW describes replacing roofing with 26-gauge standing seam metal roofs and directs us to field-verify conditions and submit the roofing system profile for approval before ordering materials.

For the base bid (Buildings 54 and 55), we will proceed with 26-gauge as specified.

For the metal building bid options, due to anticipated purlin spans, we (the vendor submitting this question) recommend 24-gauge panels for improved performance.

Question: Will the Government accept 24-gauge standing seam panels on the metal building options, subject to submittal and approval, while keeping 26-gauge on Buildings 54 and 55 as specified? If acceptance is conditional, please advise any required performance criteria or manufacturer certifications you want us to meet in the submittal.

ANSWER: Yes. Standard workmanship warranty and 20 year roofing system warranty is required. All roofing must meet all local, state and federal codes and be certified to meet Georgia wind loading requirements.

17. Are there any documents speaking to the type of metal panels installed at the sample bldgs? They appear to be an exposed fastener roof panel.

a. ANSWER: No
