About this file
This document is a Questions and Answers (Q&A) file dated August 1, 2025, for a USDA Agricultural Research Service contract to abate asbestos and install new tiles in Athens, Georgia. The Q&A addresses critical project details, including work timing, methodology, and constraints. Key points include: the project must be completed on weekends only, multiple weekends are acceptable if the space is thoroughly cleaned between work periods, and contractors can cut drywall at cove base height to remove adhesive/mastic if the wall is fully repaired and repainted. Chemical mastic removers are permitted with Safety Data Sheets (SDS) approved by the resident safety officer, with minimal post-application odor requirements.
The contract is a 100% small business set-aside for environmental remediation services (NAICS 562910), with a project value between $25,000 and $100,000. Contractors are responsible for post-abatement air monitoring and testing, with the resident safety officer serving as the point of contact for air sampling. The government emphasized that all work must occur on weekends to ensure employee safety during operational hours, and declined requests to extend the performance period or allow weekday/evening work. Vendors must be active in SAM.gov and complete specific form blocks as part of their proposal submission.

Questions and Answers, August 1, 2025
1. Is the government expecting the entire project to be completed in one weekend, or can the work be split across two weekends if needed? Multiple weekends are fine if the space is cleaned thoroughly and ready for use during the weekdays.
2. Is it acceptable to cut the drywall at cove base height to fully remove any adhesive/mastic located behind it? Yes, if the wall is 100% repaired at completion of the job to include paint.
3. Are there any limitations or requirements regarding the use of chemical mastic removers (e.g., low-VOC products)? We ask this in consideration of potential odors lingering post-application. SDS sheets on any products must be provided and approved by the resident safety officer before use. Minimal odor when returned to occupied for the weekday is desired. Strong odors during the process must be exhausted or avoided.
4. Will the contractor be responsible for post-abatement air monitoring and testing, or will USDA coordinate with a third-party testing firm? Additionally, who will serve as the point of contact for coordinating any required sampling? The contractor is responsible for monitoring and testing. The resident safety officer will be the point of contact for air sampling. His information will be provided to the awarded contractor.
5. Will the new floor installation also have to be completed on a weekend? Does it need to be the next weekend after the abatement is completed? All work must be done on the weekend not necessarily consecutive.
6. Can the Government clarify the operational or safety necessity for restricting all project work to weekends only, rather than allowing at least some work during weekday hours or evenings? The Government must ensure that its employees are able to safely traverse through the hallways as needed during operational hours. This cannot be done during asbestos abatement or tile installation.
7. Will the Government consider proposals that include a blend of weekend and limited weekday/evening work, especially where this may help ensure a wider pool of qualified, competitive small business bidders? Weekends only
8. If not, would the Government consider extending the period of performance to account for the added constraints of weekend-only labor, which often requires overtime compensation and limits crew availability? No, the period of performance is as stated in the statement of work.
